A very warm welcome to my July and August newsletter, and especially those who have joined over the past few weeks.

I ran out of time to do a separate edition last month in July – so I’m combining a joint July/August edition, and I hope you find the updates information below helpful.

Turning to my latest update below – could I ask in particular that you take a look at item 2(a) Broxtowe Borough Council Community Governance Review (alterations to parish boundaries).  This is really important as the proposed changes may well have an affect on where you vote locally and who you are represented by (locally) in future,- especially if you live in Awsworth, Cossall, Babbington, Nuthall & Kimberley.

This is *not* the same as the parliamentary boundary review (which is about which MP represents you), which I cover separately below.

1) Could Kimberley receive £20million pounds worth of investment from the government?
 
You may (or may not) have seen lots of references on social media recently to this during the past few weeks (known as levelling up money) for Kimberley.
I’ve certainly received plenty of comments from local residents when I’ve been out and about chatting with people.  If you live in Kimberley, you may also have received information through your door.
 
So what’s the background to this nationally, how might this pan out locally, and what might we actually see as a result?  Let me try and give a bit of a wider context, before coming back to us here in Kimberley and the surrounding areas.
 
The national background
 
  1. The promise to “level up and unite the country” has been a central message since the current Conservative government came to power in December 2019. During the election of that year, the slogan was the counterpart to the promise to “get Brexit done” (as they like to call it), providing arguably, one of history’s simplest plans for government.  Step 1: get Brexit done. Step 2: level up.  With Brexit officially “done”, the government then turned its attention to step 2 – level up.
  2. Although this agenda has been somewhat slowed by the pandemic, the phrase “levelling up” has steadily proliferated through various parts of England.
  3. It’s place-based.  What do I mean this this? To level up is to reduce inequality between places while improving outcomes in all places. The UK has a long history of inequality between places.  There are copious examples of this, anything from the East Midlands being bottom of the table throughout England for public transport investment, to people living longer (life expectancy) in more affluent parts of the country big disparities in funding for local government services, and in educational attainment.
  4. So on face value the levelling-up agenda is about ensuring people living in Kimberley, Eastwood, Langley Mill, Kirkby and Sutton in Ashfield for example, get as much chance to prosper as people living in wealthier Kensington, Buckinghamshire, Kent and Surrey.  
  5. It’s about giving back to those “forgotten or left behind areas” you can hear references to on the news.
  6. Looking at the Levelling Up agenda with a sceptical or even cynical eye may lead you to think that the Conservatives are simply trying to ensure that in their marginal (or Red Wall seats) as they are referred to (those traditionally Labour) like Ashfield, Bolsover, Mansfield – that they stay Conservative at the next General Election (due December 2024) – due to having £20m thrown at them.
  7. Levelling up you might say is about then improving outcomes in certain regions.
  8. Should we get significant sustainable investment in Kimberley which brings wide benefits to the majority of our residents I will be pleased.  I might not agree with some of the motives behind it as suggested above, however it’s the delivery that counts, and let’s see how all of this shapes up!
So what’s happening locally?
 
The town council in Eastwood have put forward earlier this year ambitious plans as part of their bid to secure £20m in Ashfield:
 
Subsequently Broxtowe Borough Council (who are the principle bidding authority) for Levelling Up want to secure a similar amount of money for Kimberley.
All bids for Levelling Up have to be signed off by the respective MP (in Eastwood’s case that is Lee Anderson), and in Broxtowe it is Darren Henry.
   
Broxtowe Borough Council undertook a survey undertook a survey in respect of Kimberley: Investment Consultation in Kimberley now open : Broxtowe Borough Council – (the consultation period expired on 2 July).
 
Kimberley Town council also showed significant interest in the Levelling Up monies that could be available, and they did their own consultation with members of the public locally: The Future of Kimberley – Kimberley Town Council (kimberley-tc.gov.uk) 
 
I am on what’s called a “Task & Finish Group” which includes representatives of the Town Council, business, borough and county cllrs and Darren Henry MP – that will draw up a short list with a number of projects finally to be submitted (via the MP) in respect of Kimberley.  The final decision will then be made in Westminster by government ministers.
 
There are a number of Task & Finish groups that will meet between now and Christmas with the next meeting of this “Task & Finish Group” is tomorrow – where we will be trying to reach a consensus on what projects to progress.  Kimberley Town Council have suggested a number of projects be prioritised such as:
 
– Victorianisation of the Main Street and associated shopping area 
– the redevelopment and re-siting of the existing cricket ground -combined with a cultural park, offices, business start up and internet café
– improving cycle networks
– improving traffic flow in and around Kimberley
 
It was very interesting to note that on the Broxtowe Borough Council consultation there were 133 references to the Tram extension from Phoenix Park through Kimberley in the feedback from residents to the borough council (concerning transport improvements).  The overwhelming majority of comments were in support of the tram extension.  It’s unlikely that the tram extension as such will be included as part of the Levelling Up bid – however please see item 4 below for an update of where we are on the tram, and what the next steps are.
 
Personally in terms of Levelling Up I’m keen to ensure that we have continuing provision for Leisure Centre facilities in Kimberley, and I am happy for some of the £20m to be used to support Kimberley Leisure Centre, should this indeed be necessary.
I’m also a supporter of increased facilities for new business networking, new offices, and supporting initiatives that will draw more footfall and investment into Kimberley – to support in turn, our existing businesses.  Also for more community spaces, safe places for young people, and improving our parks (and toilet provision).
 
I don’t think any of this should be about what my priorities are however, the driving force should be the people of Kimberley.  I do have a bias towards young people admittedly, but if we can get major investment that both benefits younger people and families, whilst not disregarding the needs of the elderly, I will be very pleased.
 
I’ll update you in September on what progress that is made during the next few weeks.
 
2) “I am very confused – I have seen on social media talk about Broxtowe Borough Council and parish reviews, and then something else about review of parliamentary boundaries.  What really is happening”?
 
I’ve heard this refrain many times over the past few weeks, and a number of people have been in touch asking for clarification on the current position.
I’ll try and make this as straightforward as possible.
 
First thing to say is I understand why there is some confusion, there are two different things happening at the same time.  Both are complex in their own right a) Borough Council review of existing parish boundaries and b) parliamentary review.
 
  • (a) Broxtowe Borough Council are undertaking what is called a Community Governance Review (CGR).  In essence these means that the existing parish boundaries are being looked at, which may mean in turn – alteration to borough council ward boundaries.   Ok so far?  Stay with me …………..
  • To find out more about the detail (and yes in a meaningful way), there’s a Power Point presentation – that goes through all of the specific items, timescales, proposed changes (especially affecting Kimberley, Nuthall, Cossall, Babbington & Awsworth).  There’s a lot of really important information here (click on the following link): CGR Briefing for Kimberley
  • You have until 30 September to make your comments on the proposed changes outlined in the link directly above.  Representations can be made in writing and addressed to The Head of Administrative Services, Broxtowe Borough Council, Council Offices, Foster Avenue, Beeston, Nottingham, NG9 1AB or by email to cgr@broxtowe.gov.uk

         (b)  The review of Parliamentary Boundaries is being undertaken by the Boundary Commission for England & that is proposing that the 3 borough wards of Kimberley, Nuthall East & Stelley & Watnall & Nuthall West are in a new Nottingham & Kimberley Constituency.  All the other borough wards would be in the Broxtowe Constituency.  The closing date for comments on the new suggested parliamentary boundaries has now passed (it was 2 August).
   
This would also see Eastwood moving out of Ashfield (where it currently is for parliamentary voting) and coming into a new Broxtowe parliamentary constituency.
 
Why is this happening?  The Boundary Commission for England has a task of periodically reviewing all the Parliamentary constituencies in England. It is currently conducting a review on the basis of rules most recently updated by Parliament in 2020.  
 
Currently, the number of electors in some constituencies is much higher than in others. The BCE is redrawing the boundaries of Parliamentary constituencies to make sure each one has between 69,724 and 77,062 electors (there’s an exception to that rule for the Isle of Wight); as part of this process, the number of constituencies in England will increase from 533 to 543.

Under the current proposals the number of constituencies in the East Midlands will increase from 46 to 47 with each constituency containing between 69,724 and 77,062.  Currently Nottingham North has 64,578 electors.
 
If the current proposals go ahead this means that the next General Election (scheduled by Fixed Term Act of Parliament) would be December 2024, would be then fought under these new boundaries.
 
Should for example the proposals for Nottingham North go ahead – Kimberley and Nuthall would have an MP with around 2/3 of the electorate under Nottingham City, with the rest (Kimberley and Nuthall) within the county of Nottinghamshire.  There is a unitary authority in Nottingham City for all local gvt services (from Housing to Transport, Planning, Education, Refuse and Social Services) – whilst in Kimberley and Nuthall their local gvt services are provided by both Broxtowe Borough Council and Nottinghamshire County Council.  Told you it was complex!
 
I hope both separate issues are now a little clearer for you.  Any comments, please let me know.
 
3)  Ruilsip Close, Kimberley
 
I have been trying for the past 7-8 years probably, following approaches by local residents to try and get a wall reduced in size or knocked down.  It’s proved a nuisance to local residents with bouts of anti social behaviour, and drug taking taking place behind it..  The local police previously signalled their support for the wall demolition.
There have been disputes between the borough council and the county council on ownership.  Finally the County Council have admitted it comes under their jurisdiction.
I asked our County Cllr Philip Owen to see whether he could help, and I am pleased to say that he visited the residents affected during the past few weeks.
The County Council are now as I understand it considering what the costs would be in either reducing or demolishing the wall.
 
When I have more information I will let you know.
 
4) Improving public transport – Tram extension to Kimberley (and beyond)
 
The borough council was set to undertake a further Feasibility Study in respect of the Tram Extension in 2020.  Funds are in place for this.  Covid-19 then struck, and the government have then continually delayed the decision on the Hs2 hub station that has been planned for Toton.  The Hs2 hub at Toton is a very important consideration in order for the tram extension to successfully go ahead.
We now understand that the latest decision on Toton will be made in October this year, meaning that next stage in the Tram Extension: Richard Robinson » Langley Mill Super Hub – Tram extension Line 4 phase III to Kimberley, Eastwood & into Amber Valley (richardsrobinson.org.uk) – being the Feasibility Study – will be delayed further.
When there is more information I will let you know.
 
5)  Relate
 
Some of you will have heard of the charity Relate.  I have been appointed by the Borough Council – to serve on its local board.
Here’s just a little information of the work of Relate:
 

Relate Nottinghamshire is a local county wide independent charity providing a wide range of counselling services to couples, individuals, families and young people. When people hear the word Relate, they often think of Marriage Guidance. And for many years that was what we were known as and what we did. But times and needs change and so have we. 6) Can you support Jeff Buck running the Robin Hood half marathon?
 
I’ve known Jeff for many years and he has been instrumental in helping Rumbletums in Kimberley flourish.

He’s running the Robin Hood half marathon in September, to raise funds for Equation (who have, incidentally, just been given the Queens Award for Voluntary Service).

From #MeToo to Everyone’s Invited, via the tragic death of Sarah Everard (and the other anonymous women who die every week at the hands of male partners), it’s very clear that there is still a long, long way to go to ensure women’s safety and to achieve real gender equality.

 For the past three years, I’ve worked for Equation, a local charity that’s doing all it can to educate children and young people about safe, healthy relationships, and to both reduce the harm done by domestic abuse and advance the cause of gender equality. The work they do is creative, often ground-breaking and vital. To succeed, they need as much support as they can get. That’s why I’m getting my running shoes on again and doing this year’s Robin Hood half-marathon.

7)    Footpath between bottom of Norman Street and Brendon Drive, Kimberley (footpath 26)
 
I’ve received some complaints about the state of the overgrown bushes, hedges etc in this location.  I have contacted the County Council – and they in turn have confirmed that Broxtowe Borough Council carry out a surface vegetation cut there twice a year. They’ve done the first cut and are starting second cuts imminently.  The hedges are overgrown and the County Council are due to write to the property owners nearby and get them to cut their hedges back.

Golden goose classes

Are small friendly groups meeting for textile lessons in my home on the Gilthill, Kimberley.  Classes are limited to 5 students in well equipped workroom. All levels of ability are catered for, from GCSE catch up – to recreational sewing. I am an experienced textile teacher with twenty years experience which I would now like to pass on in a more relaxed atmosphere. Classes cost £3.50 per hour for up to two hours. On Monday, Tuesday, Wednesday and Friday during the morning or afternoon, and some evenings. During 2009 some of my students have made their own clothes, Advent calendars Shopping bags, wall hangings and full size machine pieced quilts.
