Hi all, and a warm welcome to the March newsletter.
A special greetings to all those who have joined recently. I hope that you find the newsletter both useful and stimulating. This newsletter goes to over 1150 people and I aim to provide as much relevant information that I hope will be of interest to you wherever you live in the borough of Broxtowe, or just outside.
I am very busy and there’s a lot happening throughout Broxtowe and the surrounding areas at the moment, so this edition is longer than previous ones.
I would like to particularly draw the attention of those in and around Kimberley to item 4 and the on line Maws Lane survey that you can complete.

Broxtowe News Update & Information Service – March 2016
1) Broxtowe Budget 2016/17
Broxtowe Borough Council is now a Conservative controlled administration (from May 2015). On 2 March 2016 the first Conservative set borough council budget since 1995 took place. Or to put it another way, the last time the Tories in Broxtowe set a budget, Tony Blair was Leader of the Opposition, no one had heard of Donald Trump, and the boy-band Take That (remember them?) had recently held three top ten entries in the UK charts.
Fast forward then to 2 March 2016 and Broxtowe Borough Council received the 3rd worst “spending power” reduction out of all councils in England – losing 66% in Government grant since 2010/11.
Broxtowe has had to find £679,000 savings from the budget for the forthcoming year. By the end of the current Parliament, the Government will phase out the grant it provides to Councils altogether.
Some of the features of Broxtowe’s first budget since 1995 included: £
| · Closing cash offices (including Eastwood) and installing alternative payment methods | 129,950 |
| · Reductions in vehicles costs other than refuse vehicles | 115,850 |
| · Reduction in costs of refuse vehicles | 181,000 |
| · DH Lawrence facilities consolidated at the Birthplace Museum **closure of Durban House** | 101,150 |
| · Memorialisation and crematorium fees brought into line with neighbouring authorities | 76,500 |
| · Transfer Building Control to joint arrangement with Erewash from autumn 2015 | 57,950 |
| · Growth of Garden Waste service | 50,000 |
Whilst there are no increases for the Borough Council element of the Council tax for 2016/17 or 2017/18 – Garage Rents are to be increased to £35 per month (spread over 2 years) and additionally:
- Charges to leaseholders within council properties to increase to £150 per year to ensure that full costs are recovered rather than subsidising rents
- A 1% rent reduction for residents in the Council’s Retirement Living Schemes, in line with the Government’s scheme for all other housing tenants.
The Labour Group presented an alternative budget, based on no cuts and funded through growth and drawing on the council’s reserves, that would have not resulted for instance in the closure of cash offices, or Durban House. The ruling group voted this down.
Also at the Budget Meeting Labour Cllr Janet Patrick presented a petition of almost 4000 signatures to keep the Beeston Post Office open.
I presented a petition about Maws Lane/Eastwood Road junction – Kimberley – more of this at item 4 below.
2) Police & Crime Commissioner Elections – Thursday 5 May 2016
On Thursday 5 May in Broxtowe, whilst there are no local council elections, we do however have important elections for the Police and Crime Commissioner, as do 40 other police force areas in England & Wales, excluding London – http://www.apccs.police.uk/home/2016-police-crime-commissioner-elections/
The Police and Crime Commissioner (PCC) is a relatively new role that replaced local police authorities in 2012.
Our PCC in Nottinghamshire is Paddy Tipping – and he is standing for re-election on 5 May. More details about Paddy here:

I know Paddy well, he is extremely conscientious and passionate about policing and I believe therefore a good ambassador for Nottinghamshire. He works hard to support our police force in Nottinghamshire, and continually looks at creative ways of preventing crime, supporting victims, whilst ensuring justice and fairness for Nottinghamshire’s residents.

This link also covers key information such as the voting system for the PCC elections. When you vote in May it’s different to voting for example in the General Election – where you just have one vote.
For the PCC elections the system used is called Supplementary Vote – essentially for this election you can vote for a first- and second-choice of who you want to win.
(Personally I like this system and would favour a more proportional type of voting system for General Elections). When we had a referendum on this though in 2011 concerning changing the voting system for electing MPs – people in the country overwhelmingly voted to keep the current First Past the Post system.

3) EU Referendum Thursday 23 June 2016
I am sure it has not escaped your notice that we are having a UK referendum on 23 June.
The wording of the question on the ballot paper was going to be:: “Should the United Kingdom remain a member of the European Union or leave the European Union?” to which you could answer yes or no.
Now however this has been changed after consultation with the Electoral Commission:
The question on the ballot paper will now read:
Should the United Kingdom remain a member of the European Union or leave the European Union?
Remain a member of the European Union
Leave the European Union
To which you put a cross against Remain or Leave.
In future newsletters up to June I’m going to cover in much greater detail some of the key issues facing us as we vote on 23 June.
A number of people have mentioned to me that they don’t feel they have enough information to make their minds up yet, so I’ll do my best to cover some of key issues including how the EU affects Broxtowe and the wider East Midlands area.
For me I am strong supporter of the campaign to remain IN the EU. I accept that there are valid arguments on both sides, and I will try and capture some of the key points being made (both for and against) that hopefully will add some clarity.

I’m also hoping to organise some public meetings before June – in Kimberley where we can discuss the EU referendum. When there’s more information on this I will let you know.
4) Consultation on making Maws Lane & Hardy Street, Kimberley one way
In January of this year I published a report which looked in details at some of the traffic problems in the Hardy Street and Swingate areas of Kimberley:
Additionally two public meetings were held at Rumbletums where local residents came and gave their ideas on how some of the problems in both areas above could be addressed.
With regards to Hardy Street area a number of residents requested that consideration be given to making Maws Lane and Hardy Street a One Way system. Particular issues were raised about traffic congestion in and around Hardy Street and also poor visibility at the Eastwood Road/Maws Lane Junction.
Additionally I was presented with a petition regarding the possible loss of two car parking spaces on Eastwood Road Kimberley, close to the Maws Lane Junction. The feedback from local residents was that taking two car spaces away would only be a short-term solution and would not resolve the wider issue that needs to be addressed ie traffic congestion in and around the Maws Lane junction – that a more comprehensive solution was required.
After listening to the views put forward by local residents I submitted the petition to Broxtowe Borough Council, urging them to work with Nottinghamshire County Council to find a sustainable and acceptable solution to the traffic congestion problems, that takes into account the views of local residents.
I now wish to consult with you about a suggested solution raised by local residents, I would value your opinion on this idea:
- Make Maws Lane and Hardy Street a One Way system: traffic would flow up Maws Lane and down Hardy Street. It is envisaged that having this arrangement in place would reduce the congestion at the Maws Lane junction, and make traffic flow better overall. This would also have the added benefit of potentially keeping the 2 car parking spaces that were at risk.

5) Consultation on possible improvements in and around Swingate, Kimberley
This is a summary of points raised by local residents at the January public meeting concerning the Swingate area of Kimberley:
Traffic exiting Greens Lane
- Traffic needs to be able to exit Greens Lane more quickly; this would relieve congestion – this could be achieved by having traffic lights at the bottom of Greens Lane to replace the mini roundabout.
- Make a wider exit at the bottom of Greens Lane having a left and right turning lane – this would enable traffic to exit Greens lane more quickly – this would involve taking some of the flowerbed away on the left of Greens Lane.
- Pedestrian crossing too close to mini roundabout at bottom of Greens Lane.
- Bus stops on Greens Lane – opposite each other, also bus timing point on Greens Lane – contributes to congestion – could timing point be moved to Knowle Lane?
- Construct lay-bys for buses on Greens Lane to relieve congestion – Sainsbury’s to contribute to cost. Acknowledged this would take space from car parks in both precinct and Sainsbury’s.
High Street
- Possible escape road for Swingate residents from Sainsbury’s car park routed through old telephone exchange on High Street, Swingate. This would avoid need for Swingate residents to turn onto Greens Lane when exiting Sainsbury’s car park.
- Cherubs Day Nursery – problem caused by vehicles exiting onto blind corner – suggested these vehicles could exit via road through old telephone exchange (see above).
Suggestions relating to both areas
- 20mph limit through centre of Kimberley from Broomhill Rd to Nine Corners (Hardy Street)
- 20mph limit along Maws Lane, Cliff Boulevard and Hardy Street..
Other unrelated issues also raised at same meeting
- Drugs use in the water tower area of Swingate causing problems for residents.
- Needles found in Swingate area.
5a) Wider points made at the public meetings in January
- There is a traffic light controlled pedestrian crossing and a bus stop very close to exit of Maws Lane. It was suggested to lobby the County Council again that the bus stop is in the wrong place and should be moved further towards Gilthill.
- Reinforce the weight limit on Maws Lane.
- Consider opening up Parkham Road – currently residents of Dorchester Road and Tiptree Close use Norman Street and Cliff Boulevard as their only exit. It was suggested that Cliff Boulevard traffic problems could be eased by adopting Parkham Road so these residents could turn left to exit on Parkham Road and onto Hardy Street therefore avoiding Cliff Boulevard.
- Pedestrian crossing needed at Nine Corners (bottom of Hardy Street) for people getting to church and also Kettlebrook Lodge.
Other unrelated issues also raised at same meeting
- Drugs use in the water tower area of Swingate causing problems for residents.
- Needles found in Swingate area.
It is my intention to raise the matters above regarding the Swingate area with the County Council/Broxtowe next moth. If anyone has any comments on the suggestions/comments above, please let me know.
6) Friends of Bennerley Viaduct
I recently attended a meeting of the Friends of Bennerley group that met in Awsworth.
Some of main aims of the group are as follows:
– bringing the viaduct back into use, raise awareness of the viaduct
– contribute towards regeneration
– maintain a variety of habitats in order to encourage biodiversity
– work with Sustrans to improve the condition of the viaduct and its surrounds
– to improve the quality of the site and its facilities

7) Kimberley Swimming Club (KSC)
I am singularly very unhappy with the way KSC have been treated by Broxtowe Borough Council during the past few months. I do not believe what has happened has shown the council in its finest light. I have made my views to Broxtowe perfectly clear.
The bottom line – and quoting directly from KSC is as follows:
As from 1st April Broxtowe Borough Council have decided they will no longer hire the teaching pool at Kimberley Leisure Centre to Kimberley Swimming Club, and after 38 years of teaching foundation swimming within the local community the only swimming lessons which will be available to your children at Kimberley Leisure Centre will be provided by the Council.
The reason? – The Council need to generate more income from their swimming lessons program from your children.
By refusing to hire the teaching pool to Kimberley Swimming Club the Council have removed any competition at the leisure centre and it doesn’t seem to matter that our local swimming club, run by a dedicated band of suitably qualified volunteers are outraged. The ethos at the club is about members learning to swim in a fun community club environment, Kimberley Swimming Club have always offered affordable and accessible swimming in our local area for everyone including those with modest incomes and they invest in training for their volunteer workforce (more than £6,000 per year) After being prevented by the Council from teaching foundation swimming some of these benefits will be lost to our local community.
The swimming club have never suggested that their club lessons are better than those offered by the local leisure centre and have encouraged the Council to allow both parties to continue to offer swimming lessons side by side in the borough, unfortunately these pleas have been ignored.
Kimberley Swimming Club believe the community of Broxtowe should have a choice when it comes to picking where their children learn to swim and are appalled that Broxtowe Council have not consulted with the local community in relation to their plans for the future of swimming in the area.
The council are invoking a plan which is entirely based them generating additional income and have assumed that Kimberley Swimming club members who are learning to swim with the club in the teaching pool will routinely and automatically “transfer” to Council run lessons when the swimming club can no longer offer lessons.
That a voluntarily operated community sports club which is well run and respected and which has been in existence for 38 years can be treated this way is a disgrace.
The club operate in the community for the benefit of the community and whilst it is appreciated that the Council have significant challenges ahead of them in order to balance their books and make profit, Kimberley Swimming Club do not welcome their approach to overhauling learn to swim provision in the borough in order to increase Leisure Centre revenue.
It was reported only yesterday on the BBC news (16 March 2016) that childhood obesity is rising and Public Health England records released on 15th March show that 10% of children aged between 4 and 5 years are obese a, figure which rises to 19% for those aged between 10 and 11yrs. These are exactly the children which swimming can help, and it is hard to comprehend why Broxtowe Borough Council would reduce swimming choices for these young people in Broxtowe.
So what about the long term sustainability and future for Kimberley Swimming Club?
The swimming club will focus on securing and guaranteeing the hire of the main pool for the coming years and plans to concentrate on swimming development and competitive swimming in the future. Remember this will be entirely dependent on Broxtowe Borough Council allowing the club to hire the main pool at Kimberley Leisure Centre. If Broxtowe Borough Council decide not to hire the main pool to the club in the future your local swimming club will cease to exist.”.

8) Excess litter – The Precinct, Kimberley
I have been contacted over the past few weeks who are concerned about increasing amount of increased litter in and around The Precinct in Kimberley.
I have highlighted the concerns and the current letting agents (The Precinct is privately owned) are now aware of the issues.
I understand that members of Kimberley Town Council (KTC) have also talked with the new owners of the precinct. I have been assured by KTC that steps are being to improve the litter situation.
I would be very grateful to learn of any improvement (or otherwise) over the coming weeks – please do keep me updated.
9) Walking Football
I have been asked to advertise the following initiative:
Walking football: ball must be passed at ground level, no age limit, no gender exclusion, 11 aside (22 players).
Exercise should be enjoyable and getting a little fitter at your own pace cannot be a bad thing. As an added bonus you will meet other like minded folk who live in our various communities.
10) Kimberley Brewery
I am often asked what is the latest position on the Kimberley Brewery site. Below represents the latest information I received last week.
How many houses are being built on site?
The details of the application, for the brewery site, indicate that the following housing numbers are proposed:-
Hybrid application comprising:
Outline application for the construction of 78 dwellings, including details of access and scale, all other matters reserved.
Full application for change of use of Maltings No. 1 to 18 apartments and the tower to 2 apartments and the construction of a 3-storey building to comprise 24 new apartments
What is happening with the buildings on the other side of the road?
The other application opposite the site (which have planning permission) include:-
14/00749/FUL – Construct 22 no. dwellings on land between 3 and 12 Hardy Close and conversion of 4 and 6 Hardy Street to 4 no. apartments, associated drainage and landscaping.
14/00457/FUL – Change use of existing office building and associated bridge link to 6 no. apartments (class C3) with some minor external alteration, change use of office building opposite to (class B8) storage.
What is being considered at the moment, what planning applications are in?
The only applications being considered are compliance of condition applications on planning permission 13/00570/FUL – Ground contamination (conditions 16 and 20) and a bat survey (condition 4) and on 13/00571/LBC a bat survey (condition 3). Received yesterday and made valid today.

14) Alma Hill Bridleway, Kimberley
A number of years ago I met with a number of local residents to encourage the County Council to improve the surface of Alma Hill which is a very popular route for walkers through to Greasley. I’ve been asked to make representations about this again. If you are affected by this please let me know.

Are small friendly groups meeting for textile lessons in my home on the Gilthill, Kimberley. Classes are limited to 5 students in well equipped workroom. All levels of ability are catered for, from GCSE catch up – to recreational sewing. I am an experienced textile teacher with twenty years experience which I would now like to pass on in a more relaxed atmosphere. Classes cost £3.50 per hour for up to two hours. On Monday, Tuesday, Wednesday and Friday during the morning or afternoon, and some evenings. During 2009 some of my students have made their own clothes, Advent calendars Shopping bags, wall hangings and full size machine pieced quilts.

This work is ongoing in the development of renewable energy and low carbon technology.
