Welcome to July’s update, and a special welcome to readers who have joined over the past few weeks.
Can I take this opportunity to thank everyone for their kind words since the elections. I’ve had a total of 53 e mails, telephone calls and letters over the past 3 weeks specifically on election feedback.
My work as a borough councillor carries on in earnest despite the setback at the County Council elections at the beginning of the month. I’ve still got plenty on my plate and there’s always new challenges and opportunities on the horizon!
It does seem hard to think that July is almost upon us with half the year nearly gone.
I hope you enjoy the update below and find the information useful and stimulating.

1) Tram phase III route to Kimberley
Both Nick Palmer and I are taking forward major plans to extend the tram network to Kimberley, and possibly into Eastwood.

We have had discussions with local Transport Chiefs on 6 March this year to discuss possible routes for a PHASE III tram route into Kimberley, following an initial meeting with Glenis Willmott MEP, who has leant her support to the project.

Now a number of Kimberley residents are signalling their support for this project and have identified a possible route which has been walked by a number of experts including Steve Barber (aide to Nick Palmer and expert on tram issues) who see it as a possibility.

The residents have now arranged a walk along the route followed by a public meeting to launch a group to support this proposal and hope for support from all political parties. The arrangements are:

Monday 6th July

  • Meet 5pm Phoenix Park tram stop.
  • Walk to the Nelson and Railway at Kimberley along a suggested route.
  • Meeting at the Nelson and Railway 7:30pm (food available beforehand)
  • T1 Phoenix flyer bus back to Phoenix Park.

Any local resident is more than welcome to join with us in walking the route and joining for the public meeting in the Nelson and Railway.

We have already had a very positive response from the local media with both BBC Radio Nottingham and the Evening Post signalling their intention to come along.

2) Police Beat Walks in Kimberley, Awsworth, and Cossall
This is an excellent initiative instigated by the police. Members of the public are duly invited to walk with the police and local councillors in streets around their area and suggest areas for improvement.

The following Beat Walks are taking place as follows during the next 4-5 weeks:

Kimberley

Tuesday 30th June
Jubilee Street Kimberley, 7:00pm – 8:00pm

At 7pm your local beat manager PC 2446 Paul Toon and/or your local Police Community Support Officer, PCSO 7168 Lara Holbrook will be available to talk to members of the community about local issues.

Tuesday 7th July (surgery)
Sainsbury’s Supermarket, Greens Lane Kimberley, 10:00am – 11:00am

Your local Police Community Support officer, PCSO 7168 Lara Holbrook will be in the foyer of Sainsbury’s. If you would like to discuss any local issues or require any crime prevention advice please come along and speak to her at a surgery the police are holding.

Awsworth

Saturday 18th July
Abbott Road Awsworth, 2:00pm – 3:00pm

Patch Walk’s are held to allow the community to engage with their local Safer Neighbourhood Team. This allows them the opportunity to express any concerns or issues they may have, regarding their local area.

3) Kimberley Against Parking Charges (KAPC)
I have listened to a lot of people during the past few months tell of their fears for the well being of Kimberley should the decision to impose car parking charges in the town be introduced.

Right from the onset of the idea of imposing a “blanket charge” across the borough I have always maintained my whole hearted and resolute opposition to the charge (don’t believe everything you read in the local press about my “supposed” stance on this)! I have not (and never will) vote for parking charges for the town.

I have spent many hours arguing behind the scenes for Kimberley to be made exempt from the charges and have made written submissions to the Chief Executive (March 2009) outlining the fact that there is simply no business case for charges to be introduced. I’ve also outlined examples of where the council could obtain their shortfall from elsewhere, other than car parking charges in Kimberley.

A number of members of Kimberley Town Council including Cllr Mel Crow, Cllr Steve Brunt, Cllr Ian Campbell and Cllr Shane Easom have done an excellent job collecting petitions and arguing against the charges.

I feel now after talking with residents and shopkeepers in particular during the past 3 weeks there is an urgent need to “up the anti” or so to speak, and press home the case harder to fight our corner from Kimberley. We need to go the extra mile.

Why is it for example that Sainsbury’s seem already to have made up their minds that car parking charges are going to be introduced by notifying people about 2 hr parking?

I am setting up a residents group therefore called KAPC. It is not affiliated to any particular political party, will be Chaired not by me but by a member of the public (as it is a residents group), neither will it seek to upstage anything the Town Council has done.

The object of KAPC is straightforward – and has one purpose: to use traditional “grassroots” and “new” campaigning methods during July, August and following months to continue the campaign against the introduction of any car parking charges in Kimberley.

The first meeting is on Wednesday 15th July at 7pm and is open to all members of the public, taking place at Nottingham West Outreach Church (on Victoria Street). Please come and lend your support to what will be a very focused campaign over the next few weeks and months.

4) Kimberley Pram Race 2009
This is taking place on Sunday 12th July, starting at the Stag Inn at 1pm.

A tremendous effort has been put in by Kimberley Town Council and in particular Cllr Mel Crow and Cllr Ian Campbell in order to make this year’s pram race happen.

5) Neighbourhood Pride 2009
Earlier this year I put forward a bit for the following areas of Kimberley to receive particular attention and attract funding:

  • Brendon Drive – lighting on jitty
  • Hall om Wong Park – extra play equipment for the under 5s
  • Kimberley Close, Little Lane, Swingate – lighting and tidy up of local jitty, better signage, tarmacing of path
  • Cloverlands/Hillcrest Close/Chilton Drive
  • Stocks Road, Ruislip Close, Alma Hill, Cornfield Road – additional lighting, improved parking signage, improved hand rails, more bulb planting

Out of all the bids I made, one has been awarded for £25,000 in respect of Cloverlands, Chilton Drive, Hillcrest Close area.

Over 20 schemes were submitted by Cllrs throughout Broxtowe and ours was one of 6 approved and was the only one successful in the north of the borough.

The work that will be undertaken will include replacing signage, seating, work out parking, replace kerb bollards, paint handrails, fencing etc. Scope to work in partnership with probation team on a project which would compliment recent Kimberley Bridge project.

More details are available in this document. If anyone has any questions, please get in touch. Both Cllr Crow and myself will be working with the council in order to attract extra investment and tackle some of the issues in the areas not successful, over the coming year.

6) Community Speed Watch (CSW) in Awsworth & Cossall
Despite a delay in starting this project (due originally to commence on 1 April) the momentum has built again and final plans are now taking shape.

A number of areas have been identified as “hotspots” to monitor in Awsworth & Cossall, including The Lane, Main Street and Awsworth Lane.

Training is provisionally due to take place for new volunteers on Wednesday 22th July at 6:15pm at Eastwood Police Station.

7) Bridleways in Cossall
This piece of work is really something that is carrying on since the recent elections. I was approached by a number of horse riders to see if the bridleways especially around Cossall could be opened up (ie the styles removed) in order that horses could walk the length of the bridleways, and therefore taking them off the busy and very narrow roads.

I’m doing some work on this with officers at Broxtowe Borough Council and hope to be able to report progress by September.

8) Proposals for open casting in Cossall/Market for Kimberley/Reducing traffic congestion around Hardy Street/ Norman Street, Cliff Boulevard/One way system on High Street, Kimberley
I hope to be able to provide more substantive information these issues by 8th August.

9) The Hope Charity Project – shops in Kimberley & Eastwood
If you are able to spend any time volunteering in one of the shops, or have unwanted (but good quality) clothes, furniture, bric a brac etc, the Hope Charity Project would love to hear from you.

All the profits from sales go to help for example women suffering from domestic violence.

10) Newdigate Street
I have spent the last year working on a major project with The Kimberley School and Newdigate Street residents in order to achieve some significant improvements in respect of pedestrian safety and better traffic flow.

Some of the key things we’ve been working on together is to try and persuade the County Council to place double yellow lines on the corner of Newdigate Street (opposite the school), and then to give the school additional funding to create spaces for parking inside the school grounds.

Provisional information sent out this week intimates that the County Council are going to agree to our request for double yellow lines (as soon as this is confirmed) I will let you know.

11) Over a thousand years of history in Awsworth
An excellent account of history in Awsworth has been produced by Cllr Bryan Maloney. It’s in a book called (strangely enough) A History of Awsworth. It’s priced £8 and copies can be obtained by e mailing Bryan on: bryan.maloney@ntlworld.com.

12) New Revised bus service from Kimberley to Phoenix Park and the Queens Medical Centre – Service 555
Lots of people have been in touch about the new timetable operated by Doyles (229) from Kimberley to the Queens Medical Centre, and specifically how it inconvenienced people from this area trying to get to work on time at the QMC.

I had a meeting with Veolia, representatives of the QMC, plus very helpfully input from John Rogers (Kimberley resident) to try and get the matters resolved during May.

Despite Veolia having a fire at their Beechdale Depot last weekend and other obstacles to overcome it’s very pleasing to let you know that a new revised service 555 operates through Kimberley now to the QMC. Please see this document for further details. This service commenced on Monday 22nd June.

13) Community Action Team – Kimberley – Tuesday 21st July 7pm
Congratulations to Mel (Cllr Crow) for driving forward new initiatives regarding the future of CAT meetings of Kimberley.

Mel is Chairing the next meeting which is to be held at the Queen Adelaide Pub on Babbington Lane in Kimberley, and will have a themed title, where we will be looking specifically at “housing and the environment” type issues. All local residents are invited to attend.

One of my suggestions was to move the venue around a bit, rather than just holding the meetings at the parish hall (to allow different people to come along), but an excellent suggestion put forward by Mel to have a “themed” session for each CAT seems even more progressive.

At this meeting we will be looking in particular at possible housing developments for the Kimberley area, and how this will affect local residents.

14) Eastwood Road/Maws Lane Junction – what is happening with the bus stop?

I was able to visit the Eastwood Road / Awsworth Lane Puffin crossing this morning between other meetings.
A sign has been placed in the bus shelter by Nottsbus Services to inform passengers that the shelter is for waiting only and to board the bus they need to move to the bus stop, situated 4m to the left of the bus shelter.
I have asked our public transport contact to discuss the situation with the bus operators and insist that the drivers stop at the bus stop and raised boarder kerbs and not the bus shelter.
This will put the bus clear of the crossing area while waiting at the bus stop.

This is a briefer update for you this month below.

I expect you’ve had rather a lot of overtly “party political” leaflets etc during the past few weeks, and I’m conscious that many of you are probably fed up to the back teeth of politics as a whole.

Regular readers for the past few years will know that I don’t bring “party politics” into this news and information service. Very occasionally there is the odd mild reference! The purpose of my newsletters is twofold; first to bring you up to date on a monthly basis on initiatives that I am involved in on your behalf, in the local community, together with our MP Nick Palmer. Second to give you the opportunity to give me feedback on your concerns and suggestions on how we can improve any number of things. With 540 people now receiving these updates throughout the local area, I do get a fair indication of some of the issues people want to see tackled locally.

In this the last update before the local & European elections on Thursday I’m not certainly not going to get involved in a war or words with any of the opposition parties or candidates. A number of you have asked me when I’ve been out canvassing the past 2 weeks why don’t I respond in particular to the “personal attacks” by the Liberal Democrats? As I’ve mentioned in these pages before, I have neither the time or the inclination to get involved.

My job is to represent the concerns of local residents, irrespective of how they vote. I’ve highlighted below just 3 particular initiatives that I’ve spent some time on during April and May. In addition I’ve provided a brief commentary to hopefully stimulate you to go out and vote on Thursday. Thanks to all of you who have e-mailed in with supportive and friendly comments over the past few weeks. It’s a tough old political world out there, and irrespective of what’s happening in Westminster, I’m confident that I can, with your help, continue to make a real difference locally.

1) Bus services from Kimberley, Nuthall, & Eastwood to the Queens Medical Centre
A number of people have been in touch about the problems now getting to the QMC from Kimberley & the surrounding areas. A new service was put in place by Doyles recently (229) however the timetables they now operate cause some considerable problems for staff trying to get to work for their respective shifts. A petition has been raised showing the level of concern raised.

I was asked by the QMC to become involved in discussions to try and improve matters, and I attended a meeting last week with a Kimberley constituent who is very knowledgeable on bus services, alongside also a representative of Veolia.

We had a very good discussion and it looks as though there may well be a breakthrough with the 555 service that now runs through Kimberley to the Tram Stop at Phoenix Park being re-directed so it goes instead via the Queens Medical Centre, and in particular offers the correct early morning service that staff at the QMC require.

I should know the final details to these proposals during the next 2 weeks, with the new revised 555 service due to be in place hopefully by the end of next month. As soon as any more details are available I will let you know. Anyone wanting any more information, please get in touch.

2) Cliff Boulevard/Hardy Street/High Spannia/Norman Street – Kimberley
I’ve got a meeting at Hollywell School tomorrow to discuss a number of ideas that local residents have put forward to ease some of the congestion at school times. I’ll report back with a full update in due course.

3) Sainsbury’s Car Park – Kimberley
I’m aware through talking to various people over the past few days that there is some concern about the information Sainbury’s are putting out with regards to “2 hour” parking. I know that Mel (Cllr Crow), whom I actually get on very well with & respect (despite our “political” differences) – I think she as an individual Cllr is extremely competent, has also received some information too. I’m due to meet the new manager of Sainsbury’s (who took up his new post fully today) during the next 2 weeks, and I’ll try and get to the bottom of the position regarding ownership of the car park, that I know is causing some confusion.

& finally (!)

4) This Thursday 4th June is polling day & I want to issue you with a challenge
I dare say that for most if not all of you this Thursday is just another day, nothing special. As a Cllr for me – it’s game day, or my Cup Final, like being on the Apprentice, or appearing on Britain’s Got Talent. What happens on Thursday determines for a large part for me the shape of things to come, at least work wise for the next 4 years.

I don’t personally pretend to be perfect for one minute (my wife could list my faults on several sheets of A4). If I tried to persuade you that the Labour Party was perfect, you’d laugh from now until next week. Even “The Sun” today, for the first time since 1992 is asking people to vote Conservative.

This being said, and even though vast swathes of people in this country just are not interested in politics because of what’s happening in Westminster – I really hope in Kimberley, Awsworth, Cossall & Trowell we can do something on Thursday a bit different. Here’s the challenge be brave – do go out and vote on Thursday.

If I had to give you one reason to vote for me it’s this – “I’m the candidate that wants to help bring about generational change” in our area. Will this be easy? Far from it? However I believe that I’ve got the passionate commitment and experience that’s needed.

This Thursday’s voting is not about duck ponds (I don’t possess one incidentally), and it’s not about party politics. You are voting for which man (and it is a man sadly, as there are no female candidates for the County elections) is best placed to sort out for example matters on Swingate or Coatsby Road in Kimberley, Barlow Drive North in Awsworth, Ilkeston Road in Trowell, or Awsworth Lane in Cossall.

I close immediately below with an e mail I received yesterday from Jim George completely unsolicited (I did not ask him to send it). It came completely out of the blue. I did ask him if I removed his e mail address whether it is ok to send out as a sort of “reference or testimony” for me, and he willingly agreed.

Dear Richard,
It is a great shame that your election candidacy comes at a time when public regard for our political system is so low. It is also a shame that the party you represent has had the misfortune to be in power nationally during the financial melt-down, and that Gordon Brown personally and Labour generally appears to be landed with a disproportionate share of the blame.

Just on that point, I (Jim) have lived in the Australian system for over a decade. two things I liked about the system there are a. the legal ogligation to vote -on pain of a fine, and b. – the alternative transferable voting system which ensures that a minority or protest candidate is unlikely to be elected.

Here, it will be a great pity if all this public angst results in people avoiding voting, and/or supporting extremists like the BNP et al.

We very much hope that you will be successful because you deserve to be elected. Your record of local representation and the energy you put into fighting for community causes is excellent and beyond reproach. However, should you not succeed for reasons that are totally outwith your control or responsibility – please do not be too discouraged, and please do not give up. You are a model of what a community representative should be, and we wish you well.

Hi all,
If you don’t mind I thought I’d change the content and nature of this month’s update. As a one off, I thought it might prove interesting to devote May’s update to the up and coming County Council Elections in just over 2 weeks time taking place on Thursday 4th June. I’ve provided for you below what I hope you will find a balanced and objective commentary covering some practical case studies as examples, which show actually how local politics really can make a difference. Also I list some of the main challenges facing us locally over the next four years, from my perspective, having taken feedback from a sample group of people locally. You might want to offer alternative or different ones. That’s fine if you do, please let me know what these are, and I will be glad to include them too. I’ve tried hard to steer clear of negative politics, and overt criticism of other individuals and parties, that I believe people are not really that interested in. Those of you who’ve been receiving my updates for a length of time will appreciate that my aim is to keep you informed of what’s happening in your community, and of the initiatives that I am involved in working for you. The mildly partisan/biased comments that are made below – well I’ve tried to keep these to a minimum!

Experience tells me that people want to know what you are going to do in the area, as opposed to try and scoring cheap political points about one’s opponents. A number of you have asked about whether I can provide some information about the European elections that are also taking place on the 4th June. I’ll do this in a separate mail out next week. Just to say for now then that you will have the opportunity to vote twice on 4th June, one for the County Council elections and then separately for the European elections. Local Elections – County Council Election special – 4th June 2009

1. “Why should I bother voting at all”? “It does not make any difference”. “All political parties and candidates are the same”. “They’re just in it for themselves”. “Local elections are not important”. “I can’t influence that which is around me”.
These are a few of the questions and comments frequently heard, repeated long and hard by the national press. I’d like to offer a different perspective.

Voting actually does allow you to make a real difference! – Strong local democracy is the lifeblood of our communities. Take if you like 5 different examples, or case studies. Two from Kimberley, two from Awsworth and one from Cossall.

Eastwood Road Action Group (ERAG)
I originally set this up the week after the last elections in Kimberley in May 2007. Essentially a group of residents came together in order to lobby the County Council about the junction of Maws Lane, Eastwood Road and Awsworth Lane Kimberley. Some fantastic campaigning work was done by people like John Harvey of Kimberley Miners Welfare, Cllr Steve Brunt (Kimberley Town Council), Douglas & Sue Bacon, Garry and Lorraine Poundall of Hayley Close, Sally Sargeant of Truman Street, Kevin Tanner of Eastwood Road and Brian Samuels of Beverley Drive. We held public meetings allowing people to have their views on what they wanted to happen. We agreed as a group to press the County Council into amongst other things installing a proper light controlled crossing close to the junction.

It’s been a pretty tortuous process, we’ve met with County Council officials, the Leader of the County Council, there’s been huge delays in the original deadline for the work being done.

The point here is though that a group of residents got together effectively lobbied their local councillor – with the end result being a scheme of £55k being approved and now delivered (at last) – which in turn should make it safer for people to cross the road near the junction, and hopefully reduce the speed of traffic too. I’ve already had some favourable comments from people living nearby.

Actually thinking about it – to get local government to approve any sum of money – and in less than 2 years at that, is somewhat of a miracle.

Is there work still to do here around this junction? Yes there is. At least we can say though that some improvements have been made.

The T1 Phoenix Flyer
Most people seem to think that it was Nick Palmer’s and Richard Robinson’s idea to launch this service. In fact this is not the case, we cannot take the credit for this. What Nick & I did do was successfully bring together 3 stakeholders – Veolia who run the service, and then Tesco and British Land to help with the funding.

Actually what happened was that when I was out canvassing and delivering leaflets 3 years ago a resident from Lawn Mill Road called me into their house and talked about the concept of having a bus linked directly with the tram.

From then on (to cut a very long story short) the idea was born, the meetings, e-mails, surveys, telephone calls ensued.

Now you can get from Kimberley to Paris by public transport – T1 to Phoenix Park, Tram to Train Station in Nottingham, from Nottingham Station to London St Pancras International and then a hop across the platform for a train into Europe. A seamless service.

Two friends from Babbington Lane, Kimberley told me on Wednesday night how much they enjoyed being able to do this.

Is the situation perfect? No, it’s not. It took Nick & me the best part of 3 months to persuade Veolia that their pricing structure was way too high. Now of course from April there’s a new fare structure which offers exceptionally good value. People are also saying (in the Swingate and Hardy Street areas) that they would like the bus up there. So there is still work to do (after 4 June)!

The point here being again, a local councillor working with an idea from a constituent – which led in turn to something tangible being achieved.

Meadow Road, Awsworth
In August last year Nick Palmer & I delivered a “Labour Link” newsletter in Awsworth. Several people got in touch about the state of Meadow Road which at one end is in an appalling state.

We are now at the stage – after liaising with the borough council, county council, solicitors and Land Registry of getting closer to finding out who actually definitely owns the land in question. When we can definitely ascertain this, the road in turn can be adopted and maintained. This will make it safer for people walking on this busy cut through to Main Street in Awsworth.

This shows – that even from a “political” leaflet being issued– things can at least start to get some momentum.

Community Speed Watch (CSW) in Awsworth
An Awsworth constituent wrote to Nick Palmer last year asking that something done about the high level of speeding throughout the village. You may remember a fatality that took place last summer when a 17 year old motorcyclist from Stapleford was killed in Awsworth. Nick referred the matter to me to work out what could be done to bring about some permanent improvements in helping to reduce speed.

A number of Cossall and Awsworth residents have come together, supported ably by Cllr Steve Brunt of Kimberley Town Council (who ran the Kimberley CSW), together with some help from the police and myself in order to get this scheme up and running. There will be some high visibility monitoring of cars throughout Awsworth and Cossall which will probably start in June or July (the scheme has been all ready to go but has been delayed due to Awsworth Parish Council being slow to return information to the police).

What are we hoping to achieve here? We want to use the evidence gained to lobby the County Council into introducing some permanent speed reduction measures on Awsworth Lane Cossall and The Lane and Main Street in Awsworth.

Bridleways in Cossall
Eight weeks ago Nick & I issued an edition of Labour Link in Cossall. We touched on the matter of Newton’s Lane and campaigning to get a proper crossing (especially for horse riders) near the Bridleway.

Four weeks ago I was approached by some residents of Cossall village wanting to know if the Bridleways locally could be opened up (in order that horse riders could be protected) from the very busy traffic in the area.

I’m now putting together details to send to the County Council in order to try and bring some improvements here, having met with lots of people affected during the past couple of weeks.

How did this come about? All because of one “political” newsletter. It also shows that you can influence that which is around you.

2. I can’t vote Labour any more – it means I’m endorsing Gordon Brown
Yes, this question is voiced nowadays.

My response to this is firstly to say that Gordon Brown’s name will not appear on your ballot paper for the County Council elections in Kimberley & Trowell.

Secondly these are local elections. You are choosing who you think is best placed local individual to lead the community in Kimberley, Awsworth, Cossall & Trowell.
Gordon Brown has no influence for example on the matters above concerning the Bridleways in Cossall, and he will certainly not determine the success or otherwise of the Community Speed Watch initiative in Awsworth & Cossall! Neither will he have a say over a Fruit and Veg market coming to Kimberley. I might!

3. Who are the candidates for the County Council Elections in Kimberley & Trowell?
You pick one candidate from the following names:

  • Shane Easom – Conservative
  • Kevin Lambert – British National Party
  • Ken Rigby – Liberal Democrat
  • Richard Robinson – Labour

4. Why vote for Richard Robinson?
Now there’s a question for a Friday afternoon!

As (well I thought it has been quite a funny aside) – a story from canvassing in Kimberley over the past couple of weeks. I’m really no Thatcherite (this really does put it mildly). However I’ve met a couple of people from different parts of Kimberley who simply adore Mrs Thatcher (and have told me so in no uncertain terms), yet they take great pleasure in telling me that they vote for me at every local election. I do find this quite amazing.

I’m not perfect and am still learning. I’ve been a councillor since 1991, have got lots of experience and hugely enjoy the work that I do on your behalf. Life is always a challenge though and there are some really tough times ahead over the next 4 years of the election cycle.

I can say with all honesty though that I’m relishing the challenges ahead and below is an example of some of work I’ll be involved with – (it’s not an exhaustive list) – I’ll be pleased to have your individual input in addition:

  • Working with local traders to bring a fresh fruit and veg market to Kimberley. (There’s already a deal of work gone into this) since Kimberley residents first raised this with Nick and me in January this year. I’m currently awaiting some information back from local market operators on how the scheme would work and the practicalities involved. I’d really like to see this take off by the end of 2009.
  • Consolidating the long term plans for 2025 to bring the Tram network out to Kimberley (Eastwood), and beyond. Nick & I have already started work on this earlier in the year and we are both determined to make progress on this.
  • Making sure Trowell (as a whole) gets its fair share of resources. For far too long Trowell has been the “Cinderella area” in terms of receiving a fair allocation of resources from County Hall.
  • Maintaining absolute opposition to Car Parking Charges in Kimberley. I’ve made my views on this well known before. I don’t know whether the other political parties will engage with this issue during the election period before the 4th June or not. I’d be quite surprised if there’s nothing said. For the record I have not voted for the introduction of car parking charges in Kimberley and will not should a vote be taken at some time in the future. The current situation as I understand it is that a final decision on car parking charges will not be made until at least mid June this year (and then there has to be further formal consultation with residents before anything is introduced). I have proposed that Kimberley be exempt from any charge made elsewhere throughout the Borough, and have offered alternatives as to where the money could come from. I simply do not think that to introduce a charge in Kimberley will benefit either the residents (or the council). It will surely cost more collecting revenue from the very small car parks on James Street, Victoria/Newdigate Street – than gaining any real benefits for the council. If a charge is brought – then for residents on Newdigate Street, Victoria Street, James Street – then I imagine it will be disastrous. For the traders on James Street – well, I think everyone knows the answer to that. When more information is publically available – then obviously I’ll let everyone know what the position is.
  • Cliff Boulevard, Hardy Street and Norman Street Kimberley – there’s a lot of work to do here to try and ease congestion – especially at peak hours and school times (dropping off and picking up). I’ve been given a number of ideas by local residents, and will be meeting with the school and County Council in order to try and make progress on a number of initiatives.
  • Newdigate Street Kimberley – as a result initially of a group of local residents going to one of Nick Palmer’s surgeries in June last year – I’ve been working with the County Council to make some significant improvement and investments along this road. Full details have been submitted to the County Council, and we should hear more towards the end of next month.
  • State of Pavements throughout Kimberley, Awsworth, Cossall & Trowell – this goes with saying – a massive job of prioritising areas of need for pavement repairs.
  • Working with Veolia to get T1 Phoenix Flyer up Swingate and Maws Lane/Hardy Street – as mentioned above, quite a bit of work that needs looking at here.
  • Work in Awsworth & Cossall on Community Speed Watch and Bridleways
  • Working with Nick Palmer to prevent re-application for Open Cast Mining in Cossall again – see http://www.thisisnottingham.co.uk/kimberley/Opencast-threat-returns-Cossall/article-985381-detail/article.html
  • Improving the variety of play equipment on parks throughout Kimberley & Trowell

Most importantly I want to try and do things better, smarter, improve, and yes even change after the elections. I want to help change the view that politics is uninteresting and irrelevant.

One area I feel I’ve been a bit weak on is the Community Action Team (CAT|) meetings in Kimberley. They are not well attended and certain things need to change I feel. To help local people have a greater influence and say over what happens locally I will hold regular “helpdesk, listening and information sessions” so you know what’s planned in your area. You will then be able to quiz me on your priorities and influence what changes are made near you.

5. Why don’t I attack the Tories and Liberal Democrats more (after all they make reference in their leaflets to you)?
A question I am often asked. My answer is quite simple. I try and keep away from this sort of stuff. It does noone any good. Neither do I write letters to the newspaper a) I don’t have the time b) your views can easily be misconstrued.

6. What if I’m away on 4th June? Can I still vote?
The answer to this is yes. Whilst it’s probably too late now to get a Postal Vote form application in, you still have time for a proxy vote. You’ve got until 5pm on Wednesday 27th May – to sort a proxy vote out (someone votes on your behalf). 7. Where is my polling station?
This should be on the polling card or letter that comes through your door. You do not need your polling card to go and vote (it just speeds the process up a bit if you do take it). 8. For Kimberley residents one of main changes this time is that if you previously voted at Gilt Hill School
then this time it is the Holy Trinity Church Hall on Church Hill, Kimberley.

Cossall & Kimberley News Update & Information Service April 2009 (mini update)

Some urgent matters to draw your attention since the last full update last week, that I’d like to draw to your attention to. I was only made aware of the final details yesterday and this morning. It has been a non stop week!

  1. New & revised bus services from Monday 27th April.
    • As from this coming Monday there will be some changes to bus services currently operating in our area. Please see the document here showing the new route for the 555. As you will see this is being run by Veolia, and will run from Eastwood (Morrisons), Giltbrook Retail Park, through Kimberley, Nuthall, onto Tram Stop at Phoenix Park, and then continuing into Nottingham Victoria Centre. As from Monday therefore the 555 will no longer provide a direct link to the Queens Medical Centre. But …
    • A bus service 229 (see document here) will run from Eastwood Morrisons, via Newthorpe Common, Giltbrook Retail Park, Kimberley, Nuthall, Phoenix Park Tram Stop, QMC and Beeston will be run by Doyles.
    • The T1 Phoenix Flyer – Ilkeston – Cossall, Awsworth, Giltbrook Retail Park, Kimberley, Nuthall, Phoenix Park – no change.
  2. Trent Barton R1 to re-instate late night weekend services through Kimberley on Friday, Saturday and Sunday evenings with effect from 31st May. http://www.nottinghamshire.gov.uk/home/traffic_and_travel/buses/tt_buses_trains-planyourjourney/buses-latestnews.htm.
  3. Eastwood Road/Maws Lane Junction Kimberley.
    Following lots of complaints from local residents I have had detailed discussions with the County Council this week about the totally unacceptable delays in getting the work finished. I have been told yesterday afternoon by the Service Director of the Communities Department that the works will now be completed by Thursday 7 May. Let’s hope that this timescale is kept to!

Cossall & Kimberley News Update & Information Service April 2009

Welcome to the April update.
Thank you for all the comments, feedback and suggestions that have been sent in since March.
It’s been breathtakingly busy over the past few weeks and there is a lot to get through this month so I’ll keep this introduction concise.
Just to highlight several matters briefly:

  1. If I could especially draw your attention to the item at the business section at the foot of the mail regarding Softwurkz. As you will see from the 2nd attachment and the details below Softwurkz are a Kimberley based company who have developed a unique computer software package for the self employed and for small businesses. I’m really excited about this venture, and I know from meeting the Directors that a tremendous amount of research and work has been put into this initiative. The contact details for anyone who would like to get in touch with are shown at the foot of the mail.
  2. Due to the local elections that are taking place in Broxtowe on 4 June, and the fact that I’m the Labour County Council candidate for Kimberley & Trowell, I’ve had to change my e mail address up to and including then.
    I’m not allowed to send e mails from council e mail address (if I did I’ve been told I could end up in jail), which whilst would bring eternal mirth to my Liberal and Tory friends, would not go down too well with my wife, kids (and the Labour Party). Cossall & Kimberley News Update & Information Service April 2009

1. Radon testing and remediation
Broxtowe Borough Council entered into a project with the Health Protection Agency (HPA) to carry out radon testing in those parts of Broxtowe that have been identified at being at risk from high levels of gas. The results from the testing are being sent out and a number of homes throughout Kimberley, Awsworth, Cossall may well have been notified of high gas levels.

Officers from the Borough Council are available to answer any enquiries you have about this. For more information contact Mr D K Gell, Private Sector Manager at Broxtowe Borough Council on 0115 917 7777 Ext 3504, or e-mail housing@broxtowe.gov.uk. The council will be able to advise on remedial measures necessary to lower the radon level. Additionally they will also be able to advise on opportunities and availability for grant aid to help fund any work needing completing.

2. Car Parking charges in Kimberley?
I don’t think I’ve witnessed as much anger amongst residents on an issue since 6 or 7 years ago when Kimberley Leisure Centre was threatened with closure, or 3 years ago when a mobile telephone mast was originally planned to be installed on High Spannia.

What’s the current position?
A meeting of the Budget Review Working Group (BRWG) – this was set up after the Annual Budget in March, is meeting this coming Tuesday 22 April, where the subject of car parking charges across the whole of the Borough (that’s as far south as Attenborough, Beeston, Trowell and Stapleford to Eastwood & Kimberley in the north), will be formally debated and discussed.

The Cabinet at Broxtowe will then receive a report at their next meeting on 12 May (members of public are admitted to this).

As it stands at the moment the information that I have been indicates that a final decision on car parking charges may not be made for several months. The initial “consultation” (which I agree with all of you who’ve been in touch) was to say the least both poor and inadequate has been completed and I know that a petition has been presented to the council from residents in and around Kimberley. There may well be further formal consultation before anything substantive is agreed (and therefore a final decision reached).

For my part I have sent to the BWRG (via the Chief Executive and Director of Finance) every single complaint and comment that I have had from people in and around Kimberley. I have also made my own formal objections to a “blanket car parking charge” being introduced throughout the borough. I have specifically asked that Kimberley itself be exempt from any charge that is introduced throughout the borough, have given copious evidence to back up my arguments, and have also suggested alternative ways of raising revenue.

As soon as I am made aware of any further information on this matter, I will of course let you know. If there are any questions or comments in the meantime, please get in touch.

3. Over a thousand years of history in Awsworth
An excellent account of history in Awsworth has been produced by Cllr Bryan Maloney. It’s in a book called (strangely enough) A History of Awsworth. It’s priced £8.00 and copies can be obtained by e mailing Bryan on: bryan.maloney@ntlworld.com or telephoning 0115 849 4761 or mobile 07943 165189.

4. Kimberley Historical Newsletters
I’ve been asked by Stan Hough (www.stanhough.com) of Orchard Street, Kimberley to see whether anyone has the time to undertake some copy typing from documents that he holds. The information is quite fascinating and it really needs someone who is able to sit at a computer and manually type the details, or has access to a good scanner. If anyone can help on this if they could contact Stan directly – e mail is stanley.hough@btinternet.com.

5. Banking Facilities in Kimberley
Following approaches from Kimberley residents at the beginning of this year Nick & I approached one of the 4 major banks, to see whether they would open a branch here. We duly met with a senior representative from one of the UK’s major bank and put the case to her in respect of Kimberley (and the surrounding areas ie Watnall). The response we’ve now had indicates that at this current time in the economic cycle (and with Kimberley regeneration work in its infancy) it’s not something that would get the go-ahead at present. We are open to re-visit opportunities in the future.

However Nick & I have been approached in the meantime by the Halifax Estate Agents on 64 Main Street, Kimberley who have asked us to let you know the full range of services they offer. You will find this information here, which hopefully is useful.

6. T1 Fares Breakthrough Phoenix Flyer
After what seems like an eternity in numerous meetings with various parties we’ve finally got a breakthrough on fares for the T1 Phoenix Flyer. Many of you will be aware that this service has been running since October last year.

Usage is gradually increasing, and both Nick & myself have been working with Veolia to iron out some of anomolies in the fare structure that have been apparent from Day 1. Many of you have previously pointed out that £5.30 for example, Kimberley to Nottingham (return fare including tram was hardly competitive).

So we now have a brand new fare structure (see here) – the highlights of which are as follows:

  • A monthly season ticket allowing unlimited travel on the bus and Tram network – £64 from Kimberley – £72 from Awsworth. For those who commute on weekdays, this works out at £1.50 per journey each way – which is exceptional value.
  • Day tickets from Kimberley are down from £5.30 to £4.
  • The adult return fare from Kimberley to Phoenix park is now £2.40 and £3.20 from Awsworth (attractive no doubt for those working at Eon).
  • The link to Ilkeston Tesco is down to £1.40 single from Kimberley and £0.80 from Awsworth.
  • As before the Government’s pensioner bus pass in valid on both bus and tram.
  • Don’t forget also that the T1 continues to provide a late night bus service running directly through Kimberley at weekends.

7. Thursday 4th June 2009 – County Council & European Elections
It’s voting time again! You’ve got your opportunity to decide who will best represent you and your concerns at both Nottinghamshire County Council and also European level, for the next 4-5 years.

There will be 2 separate elections on 4th June, one being the Nottinghamshire County Council Elections, and the other is for Members of the European Parliament.

The County Council elections are more slightly more straightforward in terms of voting choice. You chose one candidate.

For the European elections, there’s a proportional system of voting in place. I’ll explain (or at least try to do this!) nearer to June.

Both elections will be fiercely contested across Broxtowe (none the least in Kimberley and Trowell). Whilst there are no parliamentary elections currently planned for 4th June, because of the fact that Broxtowe is a “marginal” Parliamentary seat (ie Nick’s majority is around 2500) – the Tories in particular will be wishing to make gains.

In terms of the County Council Elections – in Kimberley and Trowell, you will be able to chose between Shane Easom (Conservative), Ken Rigby (Lib Dem) myself (Labour), and I expect there will be a British National Party candidate too (there was in Kimberley & Cossall at the 2007 elections).

As mentioned above – I’ll cover the European elections in greater depth nearer to June. I might also comment on the County Council Elections too in the weeks to come!

The last date for receipt of completed postal vote forms back at the Council Offices in Beeston is Tuesday 19th May at 5pm.

8. Awsworth Lane/Eastwood Road Junction
Why has there been no activity for weeks here? Why is the work only one quarter completed? These are very good questions, which have been raised numerous times over the past few weeks. The latest response from the Council is that they are awaiting “specialist skid surface work to be completed”. Also there have been delays so I am told relating to work that Severn Trent are undertaking nearby.

To be quite candid on this – if my boss asked me to start a task on 19/26 January and if he found it was not completed by 17 April – I’d get the sack. I do sometimes wonder why the County Council simply do not plan their work ahead better.

I’m keeping a watching eye on developments (or lack of them) and if nothing materialises during the next two weeks, then we may have to escalate this further. Watch this space for details!

9. Awsworth & Cossall Community Speedwatch
We are at the advanced stages of getting this project underway, with the aim of getting long lasting permanent improvements from the County Council along the stretches of Awsworth Lane Cossall, The Lane and Main Street Awsworth, that have so long being blighted by speeding traffic.

We’ve got a good team of volunteers together and are just awaiting the final paperwork to be sorted. Originally we thought this would start in April, but it looks more likely to be late June or early July now. More information from Nick or Richard.

11. Local Friends Wildlife Group
Kimberley and its surrounding landscapes are blessed with a variety of environmental habitats that support a wide range of species. The form these habitats take varies from open managed green spaces, pockets of unattended ‘wild’ land and wide planted road verges, through to brown-field sites that are being re-colonised.

Many of these sites already provide practical opportunities for residents to personally relate to our natural environment. Some are reservoirs for flora and fauna that then slowly migrate through our gardens; some provide walking routes through interesting green spaces; some are simply attractive backdrops that enhance our neighbourhoods. Unfortunately many of these areas can be adversely affected by neglect, abuse or unsympathetic developments. If we want to retain the benefits that our green spaces provide, we must care for them. Fortunately some support is already in place from Countryside Volunteers and Nottinghamshire Wildlife Trust, who are all already involved in a substantial amount of conservation and enhancement work in our area.

One proposal has come forward in terms of forming an environmental group in Kimberley to encourage local residents to monitor, protect and work to enhance these landscapes. If you are interested in supporting the living environment, and would like to attend an inaugural meeting (planned initially for mid June), please let Richard know.

12. Babbington Hall Kennels & Cattery
Tony and Sam Sanderson arrived at Babington Hall nearly six years ago to a quite run down operation, particularly in terms of the buildings and site. They invested and continue to invest in improving the site and accommodation in particular the rescue facilities.

The rescue has grown & over the time they have been here from re-homing and repatriating 200 dogs to an expectation of 1000 dogs in 2009, serving the whole of Nottingham, Broxtowe, Derby, Amber Valley and Erewash. The Boarding Kennel operation has only increased around 10% as the area is quite well served.

Babbington Hall now operates for example:-

  • Babbington Hall Kennels & Cattery the boarding of cats and dogs.
  • Babbington Hall Community Interest Company (a totally none profit making organisation for the re-homing of abandoned dogs).

The reason Babbington Rescue has taken on a community role is because they soon realised after their arrival that abandoned dogs were not well catered for in this region, which was resulting in healthy dogs being put to sleep around the region as no professional re-homing was taking place.(note the RSPCA no longer deals with lost or abandoned dogs).

Cossall & Kimberley News Update & Information Service March 2009 (mini update)

1) Traffic Congestion at Ikea Island – meeting with British Land and the County Council – Friday 2th8 February
You may recall from February’s update that Nick & I organised a further meeting and this took place yesterday morning. The aim was to try and explore opportunites with British Land and the County Council as to improvements that could be made to relieve the traffic congestion at peak times/Sundays/bank holidays. A sort of “joined up” initiative you might say.

Also at the meeting there were representatives of the County Council, Greasley Parish Council, and Kimberley Town Council.

With Nick chairing the meeting we put maximum pressure on the County Council to review the position on the lane markings (which are a major source of irritation and annoyance), look again at the problems for pedestrians trying to cross outside the Retail Park, and a further review of the traffic lights and in particular the timing/phasing.

The County Council say have undertaken a “safety audit” on a wide range of matters relating to traffic management arrangements. This document has not been made available however to anyone outside of the County Hall, so what we have done is to ask for is a copy of this, so we can see exactly what work has been undertaken.

As far as British Land are concerned then they have positively responded by commiting to encourage drivers to use the underground car park at busy times (which should in time provide some easements) in respect of queues at busy times.

Being honest on the one hand I do feel very frustrated at times at the length of time it can take to make improvements (especially regarding the lane markings), which at best are bizarre. However I do realise that patience persistence is needed in order to keep the pressure up to try and get a better traffic management system, that we all want.

Naturally both Nick and I will keep you updated on developments. Please continue to keep us up to date with your thoughts and experiences around the Ikea island etc.

2) Swingate Bridge
Quite a few of you have been in touch asking questions about what is happening on Swingate Kimberley – near the bridge.

What’s happening here is that the Council Council are carrying out waterproofing to the bridge. There is a contact name and telephone number if anyone wants any further detailed information: Mick Taylor on 0774 0845 513.

3) Clive Crescent – what’s happening with the lamp posts/street lighting?
Quite a few questions on the lighting situation here. What is happening is that is EON (on behalf of the Council) are putting in new lamposts on Clive Crescent. The existing ones are going to be being utilised elsewhere in Kimberley. More information on this is available from John Hallam at Broxtowe Borough Council – john.hallam@broxtowe.gov.uk.

4) The Annual Budget at Broxtowe – Wednesday 4th March 2009 (where the level of your Council Tax for 2009/10 will be set)
Next Wednesday at Broxtowe is Budget Day. The Council will be deciding on the amount of Council Tax that its residents will pay between April 2009 and February 2010. It’s always (in council terms) a focal point of the year. This year with the controvesial suggestion of a “blanket car parking charge” throughout the borough put forward by the Lib Dems there is an added spice and interest to the proceedings.

I’ve made my views on proposals to introduce car parking charges is Kimberley crystal clear ahead of Wednesday’s Budget meeting, and I will be reinforcing a message of “total opposition”, on Wednesday night.

All the comments that have been made to me by residents and businesses in Kimberley are totally opposed to an introduction, and I shall resist any attempts to introduce any charge of any description. What can only be called as an “extra tax” on local people.

The Budget meeting is at 7pm on Wednesday – and it’s open to members of the public. If you want to experience a robust debate – then the Town Hall at Beeston is the place to be.

In the full March update I’ll provide a full analysis of the Council Tax, and what it means for us locally.

5) The Hope Charity Project
Many of you will be aware that here’s two Charity shops, run by Nottingham West Outreach Charity – one in Eastwood, one in Kimberley next to the Post Office. All the profits from the charity’s activities go to help those in specific need – women sufffering domestic violence, emergency food hampers etc.

Both shops are really in need of stock – good quality clothes, bric a brac (cd’s, books etc). You can drop off any unwanted goods at the Kimberley or Eastwood shop – or contact Sarah Robinson – sarah@outreachchurch.co.uk – for any more information.

On to a lighter topic! I wonder how many of you have discovered Twitter? I’ve started using it and I was interested to know of anyone else locally who “tweet”!

I supposed on one hand it’s not that differenct to Facebok. How Twitter described their service is as a free social messaging utility for staying connected in real-time.

I have found it to be quite therapuetic, after a hard day’s slog.

1) Walk & Talk in North Broxtowe
Walk and Talk offers regular short walks in the Broxtowe Borough. A new chance to improve health, get to make new friends and know the local environment.

Short walks take place every Monday (excluding Bank Holidays) – 11:10am – meeting at the Horse and Groom rear car park, Church Road, Moorgreen. Also every Wednesday at 2pm.

Longer walks are taking place in April as follows – 2nd, 9th and 16th – 10 30am meeting at the Gate Inn, Awsworth Lane, Awsworth.

2) Kimberley Community Action Team
The next meeting – open to all Kimberley residents is taking place this coming Tuesday 17th March – 7pm at Kimberley Parish Hall, on Newdigate Street.

There’ll be an opportunity for residents to talk with PC Paul Toon on any police related matters. It’s also your opportunity to raise with councillors any wider issues in the local community you have concerns on.

3) The Broxtowe Budget (2009/10) – your new council tax bill
If you have not done yet, you will shortly be receiving your new council tax bill covering the period April 2009 – March 2010 (payments are split though so the money is paid on 10 month basis).

The setting of the Broxtowe Budget this year was more contentious than usual because of the ****suggestion*** that there should be a blanket car parking charge introduced throughout the borough.

Due to wider economic climate and global recession the immediate effects for Broxtowe residents has meant that income that council would normally receive through things like planning and building regulation charges has decreased sharply. To bridge part of the deficit that exists in order to set a budget for the forthcoming financial year, car parking charges were then suggested as one way to meet this.

You’ll probably remember from last month’s update that I vigorously oppose any sort of car parking charge for Kimberley and have listed many reasons why this is so (not economically viable to collect, would kill of business for long suffering shopkeepers on James Street etc, and in particular would cause chaos for residents on Victoria Street, Newdigate Street, James Street etc) if they had to park on the road, as opposed to in the small car parks etc.

With your council tax bill you will also receive a questionnaire asking for your views on car parking charges. I would respecfully, but strongly urge to complete this, stating your opposition to a charge in Kimberley.

What is going to happen is that after April a Budget Review Working Group is going to meet that will sit and consider all the options put forward to try and meet the funding gap. I have already submitted my suggestions arguing why Kimberley should be exempt from any car parking charge, and giving 3 or 4 alternative suggestions as to where the money could be raised from elsewhere. I have also stated my total opposition to a blanket charge being introduced through the borough.

To get a clearer indication of what the budget actually means to us as residents – I asked the Director of Finance for a guide – which is shown at the attachment – with specific reference to Kimberley, Awsworth and Cossall. I hope you find this useful.

The Politics of the Budget
Needless to say with a General Election that will take place over the next 15 months, and local election and european elections on 4 June this year – there will be lots of claims and counter claims from the main political parties! You’ll no doubt get fed up of countless leaflets that will pass through your letter box!

For the record (and this can be checked in the council’s records) I met with the Chief Executive on 3 March to clarify position on whether voting for the Budget (which I subsequently did), meant that I was voting for the introduction of car parking charges, not only in Kimberley, but throughout the borough. The advice that I got was an emphatic “no”. There will be formal consultation with residents (which is now taking place) and then a final decision would be made at a later date, after taking the results of the consutlations into account.

I see I’ve been criticised in the Evening Post and labelled a “hypocrite” because I did not support a Conservative amendment opposing a car parking charge”. My answer to this, is how could I support something that was totally uncosted and gave no ideas as to how the budget deficit might be met?”

At the Council meeting where the Budget was set on 4th March there were some bitter personal attacks made on Cllr Mel Crow – our Independent Member in Kimberley (largely by some members of the Liberal Democrat Group) that I considered appalling. This is probably politics at its worst and something as a Labour Party member I wish to distance myself from.

Yes as councillors we have to make difficult decisions, but politics in my view should centre around making a real difference in the community, and not simply restoring to settling old personal scores and vendattas.

In summary therefore on this matter, I will oppose the introduction of car parking charges in Kimberley to the bitter end. If you want to sign a petition opposing the charges, you can do this by calling in at any of the shops on James Street – I know that Mike’s gift shop and Roy Plumb’s shop still have copies of the petition, as I signed there yesterday.

I’ll keep you posted on how matters unfold at Broxtowe – expect an interesting next few months!

4) Police Beat Walks in Kimberley, Awsworth, and Cossall
This is an excellent initiative instigated by the police. Members of the public are duly invited to walk with the police and local councillors in streets around their area and suggest areas for improvement.

5) Greene King – former Hardy Hanson Kimberley Brewery Site
I spoke yesterday to the one of the senior managers at Greene King (GK) regarding the immediate future of the tenants in the brewery houses and what the position is regarding future sale of the site.

Nick and I have continued to make strong representations to GK that the resdients in the brewery properties need a further extension of their tenancies beyond May (when most of them currently expire).

I was duly given the reassurance yesterday that this indeed would happen – and furthermore that the residents affected would be written to by GK during the next couple of weeks confirming this.

As to the future of the site I’m told that there is no likelihood of an imminent sale. What the agents – Savills – are now seriously considering – is offers from people who are interested in buying/renting parts of the site. I know that a number of you asked me to make enquiries on this over the past 2 years, which I duly did – only then to be refused by Greene King. Now it looks as though they’ve had a change of heart.

6) Bus Shelter on Gilt Hill
A number of people have asked about this and when the County Council are going to replace the shelter that disappeared some time ago. There’s currently just a temporary stop here.

I’m told the shelter was due to be reinstated in February, but was postponed due to a road traffic accident. Work is now due to start week commencing 23th March.

7) 2025 Phase III Tram extension to Kimberley
There’s a momentum gathering with this project which is quite exciting! Nick and I met with Transport Chiefs at County Hall on 6th March to discuss taking the project further, following the initial meeting with the Office of Glenis Willmott MEP. Following our meeting in March we are hoping that an initial feasibility study into routes and funding sources will take place soon. We are currently awaiting the confirmation of the Phase II Tram extension into Beeston. This is due anytime between now and the end of the summer. As soon therefore as this has been cleared we can make a start on the feasbility study extending the current tram from Phoenix Park, up through Kimberley onto Eastwood and into Amber Valley.

8) Neighbourhood Pride 2009
Thanks to all of you who have been in touch regarding Neighbourhood Pride bids. To confirm the areas that I have put forward bids for as follows:

  • Stocks Road, Ruislip Close, Alma Hill, Cornfield Road – additional lighting, improved parking signage, improved hand rails, more bulb planting
  • Hall om Wong Park – extra play equipment for the under 5s
  • Extra lighting on Hall om Wong park Jitty (bid also made by Cllr Mel Crow)
  • Brendon Drive – lighting on jitty
  • Kimberley Close, Little Lane, Swingate – lighting and tidy up of local jitty, better signage, tarmacing of path
  • Hillcrest Close, Cloverlands area – general improvements to signage, lighting and brightening up the area

Last year I was successful in getting money to improve the park off Millfield Road, I’ve made more bids this year, due to the responses that you’ve sent in.

The results of the bids I have made today should be known by the end of April.

9) Meadow Road, Awsworth
After receiving advice from the Legal Department at Broxtowe, we are now gathering information from relevant title deeds to try and determine finally who definitely is (and is not) liable to maintain part of the road that is in such a poor state. Should nothing prove to be clear cut, then I’ll be making a bid to the County Council for formal adoption – including maintenance and repair.

10) Speeding issues in Awsworth & Cossall – Community Speed Watch
Good progress is being made towards getting the Community Speed Watch started in Awsworth & Cossall. There’s a core group of around six of us trying to pull together all of the necessary paperwork etc, behind the scenes. We’ll be doing a lot of publicity about this during the next few weeks to ensure that all residents in Awsworth & Cossall are made aware of the campaign.

11) Traffic Congestion at Ikea Island in Giltbrook
I reported several weeks back about the meeting that Nick & I held with British Land and the County Council. We are now awaiting further information back from the latter.

12) Newdigate Street
We had a public meeting last Wednesday which the Leader of the Nottinghamshire County Council – Cllr David Kirkham attended. At the meeting David was able to hear the residents concerns about wide ranging of traffic related issues affecting local residents.

Some really creative suggestions have been put forward by local residents and ‘m currently putting a detailed submission together to send to the County Council asking for a number of specific improvements to be made that would make the street safer for pedestrians, and would help ease the traffic congestion, and improve traffic flow.

13) Kimberley Regeneration Project
Nick & myself met with Cllr Stella Smedley – Cabinet Member at the County Council on Friday 6 March to learn about regeneration plans for Kimberley Town Centre. A package of proposals put together by the County Council made available through funding directly from government initiatives will see a range of improvements in Kimberley, with work planned to start after April this year. The actual date of commencement is dependent upon improvements in drainage and sewerage work being due to be carried out by Severn Trent in Nuthall and Kimberley.

Both Nick & I have pressed for a coordinated approach to future roadworks in the town, so traffic flows are not disrupted by constant projects from different sides. We are hoping that improvements planned to brighten the town centre would be coordinated with the utility companies. Severn Trent plan improvements in sewer and drainage works and the power companies want to improve the electricity cabling to prevent blackouts. County planners accepted Cllr Robinson’s point and agreed to coordinate the work with the utility companies to minimise disruption.

The town planned improvements, planned for later in 2009 and based on discussions with the Town’s Business Forum, include new lighting, re paving, new zebra crossings, dropped kerbs and carriageway resurfacing is set to take place. The scope of the work will cover Main Street Kimberley, Greens Lane and Nottingham Road.

I’m particurlarly pleased that there are plans to install zebra crossing in the Broomhill Road/Noel Street area – as this has been sought after for a long time by local residents.

15) T1 The Phoenix Flyer
We are meeting (Steve Barber – Nick Palmer’s Aide) and myself are meeting with Veolia this coming Thursday to try and get clearence for the new (cheaper) fares and structure that was due to be in place several weeks ago.

We’ll report back as soon as the information and new leaflets etc are ready.

16) Newton’s Lane Cossall – Bridleway
Nick and I are planning a good deal of publicity and will be campaigning about this issue in March to press the County Council to improve the crossing facilities for local residents.

17) A610 Noise Noise Reduction Measures
I’ve made a submission (supported by Nick) last month for the next financial year, to press the County Council into installing a quieter road surface on the A610. We’ve done this since 2003, and will keep pressing until we can break the logjam here.

Essentially we are asking the County Council to bring forward a programme of works that would see the A610 resurfaced with a low level mechanism that would reduce noise levels by up to 5 decibels. Where it has been installed in other parts of the country there has been a favourable reception from residents who have been blighted by noise from nearby traffic on dual carriageways and motorways.

The particular roads I am aware that are affected include High Street, Angus Close, Kimberley Close, Goodwin Drive, Hayley Close, Dawver Road, Digby Street and Laverock Close.

If you live on a road that is not mentioned and suffer from the noise, please let Nick or myself know.

18) Fresh Fruit and Veg Market for Kimberley
From the priority questionnaires Nick & I issued in January, by the most popular request was for a fresh fruit and veg market in Kimberley. We’re just waiting at the moment from some information back from some local market holders, on how a plan and market for Kimberley might Look. Cossall & Kimberley News Update & Information Service February 2009

1) Car Parking charges for Kimberley
I am making a very strong case for Kimberley to be exempt from suggested car parking charges. There are proposals which have been put forward by Liberal Democrat Group at Broxtowe that would see introduction of car parking charges throughout the borough after the end of this financial year (March 2009). There is a deficit of several hundred thousand pounds, and to make the books balance the Libs have suggested raising the shortfall in revenue through introduction of car parking charges. It’s argued that Broxtowe is largely on its own as a council, compared to other council’s in the East Midlands by not having a blanket “charging policy”. To this I say “so be it”! Why do we have to follow automatically what other council’s do? I just do not think it is in the long term interests of Kimberley residents to accept per se and I will cannot support a policy that will have immediate detrimental consequences for us.

After talking with a number of people locally, some of my reasons for objecting are as follows:

  • An introduction of Car Parking charges in Kimberley would bring a sharp dividing line to the Town that would that would prove impossible to bridge.
  • If charges were introduced, people would simply go and park in Sainsbury’s (free) which would then in turn decimate trade elsewhere – ie James Street (where businesses are already suffering).
  • More cars would end up being parked on very narrow roads, that are already suffering immense congestion. Residents now park in some of smaller car parks to help alleviate traffic congestion on nearby streets – ie Newdigate Street, Victoria Street, James Street.
  • There is no economically viable case for collecting charges from Kimberley, as the costs would surely vastly outweigh miniscule amounts of revenue that may be generated (the car parks are so small).
  • It’s hard enough for businesses for at the moment anyway, without imposing an extra tax, as they try to attract more customers.
  • As has rightly been said to said to me by some residents this week – why try and regenerate Kimberley – only to tax would-be business away!
  • I have suggested that some of shortfall that is needed to make up the deficit can be done so by cutting back on “community events” funded centrally by Broxtowe. There are plenty of initiatives that can be undertaken without having to rely on expenditure incurred by Broxtowe. I know that Members of Kimberley Town Council for example have put lots of effort into getting the Pram Race up and running. People have used their initiative, and look for funding from a wider range of sources. I believe should be the way forward. It takes hard work and people need to be imaginative, but with patient persistence it is really is possible.

The Annual Budget where the level of your council tax will be set for 2009/10 is to be held on Wednesday 4 March.

Obviously I’ll keep you all posted on developments, and to when a decision is made. I expect plenty of discussion and debate over the coming weeks!

2) Police Beat Walks in Kimberley, Awsworth, and Cossall
This is an excellent initiative instigated by the police. Members of the public are duly invited to walk with the police and local councillors in streets around their area and suggest areas for improvement.

The following Beat Walks are taking place as follows during the next 4-5 weeks:

Kimberley

  • 3th March – Lawn Mill Road – Glenfield Avenue
  • 12th March – Eastwood Road (park side), and Wentworth Court
  • 24th March – Edgwood Road
  • 27th March – Spring Hill/Kimberley Close
  • 7th April – Little Lane

3) Greene King – former Hardy Hanson Kimberley Brewery Site
Both Nick and myself have made detailed representations to Greene King during the first 5-6 weeks of this year – nonetheleast on behalf of the residents who live in the brewery houses. We negotiated an extension on their tenancies last year until May this year. We have asked for a further extension, pending details of whether or not a sale materialises before May.

The latest news is that the sale of the site that was “due to go through” in December/January has now stalled. When more information is available we will let you know.

Nick & I have also made a formal submission to the Planning Department at Broxtowe outlining our the plans for the site (whenever it is sold) to incorporate opportunities for local business, the community as well as affordable housing. We have maintained a total opposition to the flattening of the whole site for housing.

4) 2025 Tram extension to Kimberley
This is project I am really excited about! Thanks to a suggestion initially from a Kimberley resident who wrote in following the newsletter I sent out in November last year, there is a momentum beginning to build. Nick, a local resident and myself met with Glenis Willmott’s office (she’s the Labour MEP for the East Midlands) last month to start the ball rolling to enlist funding from Europe to help a long term plan to bring the tram out to Kimberley (& beyond into Derbyshire). We’ve got a further meeting now with the County Council officials in March to take this to the next stage. What we are looking to do is organise a feasibility study to look at the costings (which naturally will run into many millions of pounds) on what route(s) may be possible in extending the current tram from where it ends at Phoenix Park.

Whilst 2025 seems a long way off (I’ll be 62 – perish the thought), we need to start somewhere. We’ve hopefully reached a milestone by getting the process started.

5) Neighbourhood Pride 2009
Thanks to all of you who have been in touch regarding Neighbourhood Pride bids. I have today made detailed submissions for a wide range of improvements in the following areas of Kimberley, following visits made to the following sites earlier this week:

  • Stocks Road, Ruislip Close, Alma Hill, Cornfield Road – additional lighting, improved parking signage, improved hand rails, more bulb planting.
  • Hall om Wong Park – extra play equipment for the under 5s.
  • Brendon Drive – lighting on jitty.
  • Kimberley Close, Little Lane, Swingate – lighting and tidy up of local jitty, better signage, tarmacing of path.

Last year I was successful in getting money to improve the park off Millfield Road, I’ve made more bids this year, due to the responses that you’ve sent in.

The results of the bids I have made today should be known by the end of April.

6) Banking Facilities in Kimberley
Nick and I met with a representative of one of the four major UK high street banks in Kimberley at the end of January. We also looked around the town centre to see where a bank might best go.

We put the case to her for a bank to come to Kimberley and they are considering the options available, and the viability of our case.

Nick and I continue to gather feedback from local people in order to strengthen the case and will be submitting these shortly.

7) Meadow Road, Awsworth
It’s proving a major challenge to find out who exactly owns a piece of land adjacent to properties at the end of Meadow Road. After spending 2 months writing to solicitors (and been given the run around) I’ve now had to approach the Land Registry this week to try and find title deeds.

The information is needed so we can determine who is responsible for maintaining the piece of land that is an appalling state of repairs, which in turn causes hardship to nearby residents.

After approaching Land Registry and finding out there are 3 possible owners, I’ve put the case in the hands of the legal department at Broxtowe to try and find a way forward.

8) Lottery Funding for Hucknall Rolls-Royce Amateur Radio Club
This club are planning to apply for lottery funding, in order to take amateur radio into the community. There will be a wide group of people who this will appeal to including youth groups, air and army cadets, schools etc.

I think it is a brilliant initiative and worthy of support from the lottery funding. I’ve written them a reference earlier today. I am particularly impressed with the impact of the club’s initiatives – reaching those often “hard to reach” groups such as those who are disabled.

9) Speeding issues in Awsworth & Cossall – Community Speed Watch
On Monday 5th January Cllr Steve Brunt (Kimberley Town Council) and myself gave a brief presentation to Awsworth Parish Council with a view to starting a Speed Watch Scheme through Awsworth & in due course Cossall too, from April onwards.

We are working with the Chair of Awsworth Parish Council Cllr Lydia Ball, to try and organise the necessary funding and with the police for the relevant training. Steve is going to be arranging a demonstration of the Speed Camera for interested residents.

The aim of the Community Speed Watch in Awsworth & Cossall will be to help reduce speeding traffic, and to use the evidence collected to persuade the County Council to make permanent improvements and investment on speed reduction measures.

Steve and I also visited Cossall Parish Council this Tuesday (17th February) to try and elicit their support for the proposals.

We are now awaiting for Awsworth & Parish Council’s to get back to us with various pieces of information. As soon as a start date is known I’ll let you know.

10) Traffic Congestion at Ikea Island in Giltbrook – Will anything materialise?
A brief history!

On Monday 10 November last year I represented Nick at a site meeting with the County Council to press home the case for local residents regarding the appalling queues, congestion and lack of road safety both for pedestrians and car users around the Ikea roundabout (and new road layout).

I’d also made the case for better crossing facilities for pedestrians (best on what people had sent to me).

Nick & I received a large number of complaints from local residents that have were duly passed to the County Council for attention. This was sent in July/August last year.

We held a further meeting with the County Council on Friday 23 January (again I represented Nick). I was pretty aghast to learn that nothing had been done with the complaints and suggestions Nick & I had made on your behalf!

Nick & I have now arranged for a further session – this time with British Land, as well as County Council and other representatives – this is taking place next Friday 27th February at 10:30am (on the Retail Park). This is to explore what possibilities may be forthcoming with another partner involved.

Essentially Nick & I feel the 2nd set of traffic lights going up towards Eastwood is a key problem leading to queues. Also we feel the road system whereby you have to swap lanes approaching Ikea is pretty dangerous and we’ve witnessed many near misses.

The long and short of this I feel, is that there should have been a proper dedicated road into and out of Ikea, rather than manipulating the existing road structure – which clearly wasn’t build to sustain the amount of traffic (short sightedness during the original planning process etc).

We’ll keep pressing on these matters, and let you know what comes out of next Friday’s meeting.

11) Newdigate Street
We are having a meeting for Newdigate Street residents in March to discuss the County Council response to the submissions made by Nick and myself to the current transport and road issues.

12) Grit bin for Chantry Close/Chapter Drive
A success! I was asked to see whether it was possible to get an grit bit for Chantry Close in January. To be honest I didn’t hold out too much hope, knowing the difficulties I’d experienced getting one for Digby Street residents in 2008. However we made a strong case and I duly received confirmation this week that Chantry Close, Chapter Drive is to get a grit bin, following a recent highway inspection.

13) Over a thousand years of history in Awsworth
An excellent account of history in Awsworth has been produced by Cllr Bryan Maloney. It’s in a book called (strangely enough) A History of Awsworth. It’s priced £8 and copies can be obtained by e mailing Bryan on: bryan.maloney@ntlworld.com.

14) T1 The Phoenix Flyer
Following all the feedback I’ve received from people during the past couple of months – I’ve been working with Veolia to introduce a new revised fare structure for the T1 Phoenix Flyer service, that was set to take place from this Monday coming (23th February). There’s an enormous of work gone into this.

I was all set to send you the information this afternoon (including all the new fares and season tickets) – only to be told this morning that between Veolia & NET (the tram) the new ticket’s prices can’t be accepted for the time being on the tram due a technical glitch.

What little hair I have was pulled out in utter frustration. I’m now awaiting a report back from Veolia on when this will be. As soon as I know then’ll pass the information on.

Just a quick reminder though – don’t forget there is a later evening service being provided the T1 Phoenix Flyer – stopping in Kimberley at weekends. If anyone has not got a timetable and would like one, please let me know.

15) Newton’s Lane Cossall – Bridleway
Nick and I are planning a good deal of publicity and will be campaigning about this issue in March to press the County Council to improve the crossing facilities for local residents.

16) A610 Noise Noise Reduction Measures
I’ve made a submission (supported by Nick) today for the next financial year, to press the County Council into installing a quieter road surface on the A610. We’ve done this since 2003, and will keep pressing until we can break the logjam here.

Essentially we are asking the County Council to bring forward a programme of works that would see the A610 resurfaced with a low level mechanism that would reduce noise levels by up to 5 decibels. Where it has been installed in other parts of the country there has been a favourable reception from residents who have been blighted by noise from nearby traffic on dual carriageways and motorways.

The particular roads I am aware that are affected include High Street, Angus Close, Kimberley Close, Goodwin Drive, Hayley Close, Digby Street and Laverock Close.

If you live on a road that is not mentioned and suffer from the noise, please let Nick or myself know.

17) Fresh Fruit and Veg Market for Kimberley
From the priority questionnaires Nick & I issued in January, by the most popular request was for a fresh fruit and veg market in Kimberley. We’re currently putting together a business case for this – together with suggestions we’ve had to enhance it to possibly include a “continental style/flavour” market with fresh breads and different cheeses etc.

18) Bus Stop outside Kimberley Library
Many people complain about the congestion that builds up when buses hold up traffic – due to stopping outside Kimberley library. Quite the most brilliant, but simple suggestion was given by a resident to me earlier this week to see if we can get a pull in for the buses (near to where the Dillingers car park is). This would hopefully prevent a lot of the congestion and aggravation that has been taking place here for many years. I’ll be pursing this matter with the County Council.

I’ve always said the best ideas come from members of the public.

19) Free business advice available
The Economic Development Team at Broxtowe Borough Council in partnership with Business Link and Nottinghamshire Business Venture, has set up a free Business Advice Service for local people.

20) Broomhill Road/Nottingham Road/Noel Street Kimberley
I’ve been given outline details of plans to install a zebra crossing adjacent to the bottom of Noel Street/junction with Broomhill Road/Nottingham Road.

I know quite a few of you have raised matters regarding safety of pedestrians crossing here, and also the lack of visibility often for drivers with parked cars at the junctions. I’ve raised it with the County Council on a number of occasions previously and it looks as though there is some progress beginning to unfold. I understand that the crossing is planned to help the number of children crossing – going up to Kimberley School. I hope that it will help reduce the speeding traffic too.

I need to find out further details of when this is planned to happen (which I understand is subject to a whole stretch of drainage being improved first) along Nottingham Road Kimberley, and going into Nuthall. As soon as there’s more proper information I’ll let you know.

21) Eastwood Road/Maws Lane Junction
Several of you have raised the matter of why the works have temporarily stopped here. I contacted the County Council last week, and the response I got was that there has been a backlog of delays due to inclement weather. To be honest I didn’t fully understand this, bearing in mind the snow has been gone some time.

In any instance I have been assured that the work is re-commencing on Monday (23th February). Let’s hope there are no further “delays”.

We’ve had some excellent feedback, which include securing noise reduction measures for those suffering from A610 road noise, making Norman Street safer for children and pedestrians, to suggestions of how to stimulate the regeneration of Kimberley through attracting new shops and having a regular fresh fruit and vegetable market. We are working through all of the responses currently and will report back with a full update and plan of action in February. More information from Nick or Richard.

2) Greene King – former Hardy Hanson Kimberley Brewery Site
Thank you to everyone who’s been in touch during the past 6 weeks giving opinions on what you think the priorities should be.

This week both Nick and myself have pressed Greene King to let us know what is happening with the potential sale, mooted originally to go through this month.

Nick and I have also reminded Greene King that the year long extension we obtained for the residents in the brewery houses expires during the first six months of the year, so naturally they are keen to know what is going to be happening.

As soon as any more information is available Nick & I will let you know.

3) Neighbourhood Pride 2009
I’ve got the chance of bidding for up to £50,000 throughout Kimberley & Cossall where we have the possibility achieving quite a significant sum of money which could cover the following activities:

  • engaging or providing facilities for young people
  • tackling problems relating to litter, graffiti, abandoned vehicles and anti-social behaviour
  • improving lighting, street furniture e.g. street nameplates, seats and bollards

Do you live in a an area that could benefit from work done as mentioned above? Last year some residents in the Stocks Road area of Kimberley suggested to me that the park off Millfield Road could benefit. Since then an amount of money was awarded from Neighbourhood Pride, and various improvements to the play equipment and benches have been made.

If you would like your road including, please submit full details to me, no later than 4th February.

4) Banking Facilities in Kimberley
This item has caused a bit of a stir since it was first raised in December’s newsletter! BBC Radio Nottingham have been in touch, and there’s been an article in today’s Eastwood & Kimberley Advertiser.

There’s been a very interesting, and if I say mixed response from people so far. Around one third of respondents think there’s probably no need for a bank in Kimberley, as the Post Office offer some personal banking facilities, and you can do a lot nowadays on line.

Others however really do see the need for this, those who have not access to the internet, and also local businesses, who struggle with business banking at the Post Office.

Anyway I approached one of the four major UK banks and they’ve agreed to meet with Nick & I next Friday, and they are sending one of their senior representatives to look at the possibilities of having a bank in the precinct – in Kimberley. We see this as encouraging news.

These are exploratory talks at the moment, and it doesn’t mean to say that by 1st April for example, a brand new bank will open in Kimberley. These things take time. The important thing is though is that we make a start and both Nick & myself are committed to work hard to get a favourable outcome, wherever possible.

As soon as there are further developments we’ll let you know. In the meantime if you’ve got points you want to make on this, please do send them through.

5) Meadow Road, Awsworth
A direct approach has been made to the Solicitors of the land owner covering part of Meadow Road which is not covered by Broxtowe, or the County Council. This is to try and find out whether the land owner in question is liable to maintain the part of land that has been sadly neglected for many years, and is causing serious problems for residents and pedestrians. 6) North Broxtowe Sheltered Housing Open Day
This is taking place at Hopkins Court, Albert Street, Eastwood, Nottingham on Friday 30 January 2009 between 11am and 3pm.

7) Speeding issues in Awsworth & Cossall – Community Speed Watch
On Monday 5th January Cllr Steve Brunt (Kimberley Town Council) and myself gave a brief presentation to Awsworth Parish Council with a view to starting a Speed Watch Scheme through Awsworth & in due course Cossall too, from April onwards.

We are working with the Chair of Awsworth Parish Council Cllr Lydia Ball, to try and organise the necessary funding and with the police for the relevant training. Steve is going to be arranging a demonstration of the Speed Camera for interested residents.

The aim of the Community Speed Watch in Awsworth & Cossall will be to help reduce speeding traffic, and to use the evidence collected to persuade the County Council to make permanent improvements and investment on speed reduction measures.

8) Traffic Congestion at Ikea Island in Giltbrook
On Monday 10th November last year I represented Nick at a site meeting with the County Council to press home the case for local residents regarding the appalling queues, congestion and lack of road safety both for pedestrians and car users around the Ikea roundabout (and new road layout).

I’ve also made the case for better crossing facilities for pedestrians.

Nick & I have received a large number of complaints from local residents that have now been passed to the County Council for attention.

The County Council have undertaken to consider a number of improvements including re-phasing of traffic lights better road layout and markings. They have said they will hold a further meeting when new assessments have been carried out. We have asked the County Council to let us know as soon as they know the date for the meeting, when this known, again we will let you know.

9) Newdigate Street
You may recall from the August bulletin that following a delegation of local residents to see Nick Palmer MP I held a public meeting with Newdigate Street residents in July to discuss various improvements that can be made to the road. I also visited the Head Teacher at Kimberley Comprehensive School to see what resources could be provided inside the school grounds for teachers & visitors, to be able to park. (This should alleviate the need for parking on the corner and bend opposite the school).

I met with senior County Council representatives on Wednesday 5 November with the County Council to take this matter forward. I put to them a detailed list of suggested improvements that had come from local residents.

The outcome of this meeting was two fold:

  1. the County Council have undertaken to organise a feasibility study for the whole of Newdigate Street incorporating the suggestions that local residents have made (this includes a new road layout, similar to Maws Lane, where there is a priority traffic flow system)
  2. we will have a public meeting with a senior County Council representative in the spring of 2009, when we will be advised exactly what we can expect in terms of real improvements over the coming months.

I am now working with the County Council to fix a date during the next 8-10 weeks in order that we can learn about what exactly we can expect by way of improvements.

In addition I’ve also had a meeting with Chris Teal, Head of Kimberley Comprehensive School and we discussed the request from local residents from our meeting in July that some of the school buses travel up Newdigate Road (as opposed to all coming down Newdigate Street – which leads to lots of congestion). The school have confirmed they will work with the bus company to try and accommodate this request. I’d be very interested in any feedback from local residents as to whether there have been any noticeable improvements or not?

In addition the school have also provided me with information on additional funding they are seeking in order to incorporate more parking within the school grounds. I will be submitting this to the County Council for their consideration during the next financial year April 2009 – March 2010.

10) Jitty between Little Lane and Kimberley Close
I’ve received several complaints about lack of lighting and overgrown brambles from local residents. I will be working with Broxtowe Borough Council (Technical & Works) in order to make improvements here during the next few months.

11) Stolen Bench near Chapter Drive
Quite unbelievable when I first heard about this! I was contacted by residents in the Swingate area just before Christmas who asked why a bench that had been in place for many years and was well used had suddenly disappeared. On making further enquiries I was told that the bench was stolen! It’s now been replaced however and is looking in pristine condition. 12) T1 The Phoenix Flyer
I think there’s one of those “urban myths” developing about the number of people using the Phoenix Flyer. I’m fairly regularly contacted by people who say they’ve never seen anyone, or hardly anyone travelling on the bus. There are occasions when I see this too. I’ve also travelled on the bus when it is at least half full. I also asked Veolia for an example of passenger numbers for the T1 for a 3 week period last year – this is the information I was given: week commencing 17⁄11⁄08 passengers travelling 1,182, week commencing 24⁄11⁄08 passengers travelling 1,377, and week commencing 1⁄12⁄08 passengers travelling 1,867.

Nick and I are as frustrated as others as to why there is still no information on bus stops, and the price anomalies, which in part are clearly uncompetitive. We therefore sat down with Veolia representatives last Friday 12th January to try and thrash out some proper improvements. The result of this is from next month (confirmation of actual date awaited from Veolia), there should be a new revised fare structure plus monthly/weekly season tickets, all of which will prove extremely competitive against other bus operators. As soon as these details are confirmed, Nick & I will let you know.

Just one final reminder though – it’s not universally realised yet that there are now late night buses coming through Kimberley at the weekends, courtesy of the T1 Phoenix Flyer.

This has been the case since October last year, and is an integral part of the service. If anyone has not got a timetable and would like one, please contact Nick or myself.

13) Newton’s Lane Cossall – Bridleway
I have been approached by several local residents regarding the “near impossible” situation facing pedestrians wanting to cross the Awsworth by pass successfully, near the bottom of Newton’s Lane. I had a site visit myself with some residents and saw for myself how difficult it is to cross. There are also horse riders that are affected. Together with Nick Palmer MP we are launching a major campaign to try and persuade the County Council to install a light controlled crossing. I have written to local residents around Newton’s Lane to gather their support.

I met with the County Council on 5 November to discuss this matter and Nick & I will subsequently be undertaking a major piece of work February in order to strengthen the case for action to be taken.

14) CCTV in the area of the Hama Medical Centre, Kimberley
An approach has been made to Broxtowe Borough Council in terms of installing CCTV close to the vicinity of the Hama Medical Centre on Nottingham road, due to periodic bouts of vandalism and anti social behaviour.

I am awaiting details currently from the Community Safety Department at Broxtowe to establish exactly what can be offered in terms of CCTV support.

15) Alma Hill signage
Last year Broxtowe Borough Council erected a new sign to indicate the numbers of residents’ houses situated down the bridleway.

Complaints were received that this is too low, and with cars blocking the sign, it was barely visible. There’s now been a new sign erected which appears to work well.

It may seem a small matter, but to people living nearby it appears to make a big difference. Nice to be able to report a tangible success!

16) Community Allotment at Kimberley Primary School, Swingate
I’m a Governor at Kimberley Primary School and would like to draw your attention the following initiative, being undertaken by the school.

Do you have skills where you are able to manage and help maintain the school’s allotment? A manager is required to work 2-3 afternoons per week, and you would be required to work with the children from the school. A small pot of money is available to help pay a monthly allowance. The successful person would have to be CRB checked, due to working with children. 17) Growth of cannabis in Broxtowe
The police have informed that there is an increasing number of Cannabis “Factories” being uncovered throughout the borough. Inside the “factories”, which are houses, the interiors are striped out and plants are grown under hothouse conditions, often crammed into every room of the property. Many of these “factories” are detected after suspicions raised by members of the public.

What to look out for:

  • windows of the property permanently covered from the inside
  • smell of Cannabis
  • unusually bright lights that may be continual throughout the night
  • there maybe a vent protruding from the roof or rear window

Cossall & Kimberley News Update & Information Service December 2008

1) Greene King – former Hardy Hanson Kimberley Brewery Site
I received a call last Thursday afternoon (27 November) from a Senior Greene King representative to say that the sale of the site, which had been agreed in principle by a buyer, and was set to be publicly announced early in January 2009 has now fallen at the last hurdle. The local pressure Group “Save Our Brewery Site” group (SOBS) with support from Nick and Liz Blackman MP (Erewash) and many others were able to get Grade 2 Listing for the classic maltings. What this means in practice is that any new owner will need to redevelop the site with the maltings building in place, preserving a link to the past.
What do you think?
Both Nick & I would very much like to sound out your views on the future of the brewery site. We have both put a lot of time into ensuring that the residents in the brewery houses have a roof over their heads. We did manage to negotiate an extension in May this year, of a further 12 months for all those affected. This of course, at this moment in time, expires in May 2009.
Nick & I have also stressed both to Broxtowe Borough Council Planners, Greene King and other bodies the importance of securing a balanced development for the site, with a suitable mixture of affordable houses, opportunities for small local business to thrive, whilst at the same time promoting local opportunities for community initiatives (for example a working museum and restaurant) has been discussed.
It’s clear that after no sale after 18 months, and with parts of the building are deteriorating, combined with national and global affects of the credit crunch and slump in property prices, the outlook at this moment in time, looks far from clear, breeding much uncertainty not only for the future of the site, but most important of all for the residents in the brewery houses.
What would be your priorities for the coming year, and how would you like to see Nick & I negotiate now on your behalf? How much importance would you place on preservation of buildings? What boundaries would you now set for any developer who would be prepared to come in and purchase the site?

2) Banking Facilities in Kimberley
Not having any banking facilities in Kimberley (and this being the case for some years) has proved both an irritation and inconvenience for many (individuals and businesses alike). Whilst many people can check their bank statements & transfer their funds “on-line”, not everyone has computer access. It’s also very difficult when you need to pay money into an account with Eastwood offering the nearest limited local banking facilities. It has recently come to my attention that there maybe an opportunity restore banking facilities again for the town. There’s a good deal of work to undertake before this would materialise, however I am keen to try and follow this through to completion.
If you would definitely be prepared to use a bank if such facilities were available in the area, would you please respond to me at richard.robinson@broxtowe.gov.uk marking your response “Kimberley Banking opportunity”. If you could give an indication of which bank you would prefer.

3) Meadow Road, Awsworth

It is hoped that with the backing of all of the residents affected, combined with support from Nick Palmer MP, the owner of the land will agree to regularly maintain the site. I was quite encouraged by the County Council response. Things never go as quick as I would like, but at least we have started “the ball rolling now” and something is being done.

Feedback is very welcome on this matter as I know there have been a lot of traffic related problems on Newdigate Street for far too long. 7) T1 The Phoenix Flyer
Veolia who run the T1 Phoenix Flyer are making a promotional DVD to play on their buses regarding the new service. They are looking for individuals from around the area who have used the service and would be prepared to be filmed (along with Nick & myself ). The filming is due to take place on Saturday 20 December at 10am (meeting outside the Kimberley Miners Welfare). Would you please let me know if you are interested in participating on the above date.

8) The Kimberley School (previously Kimberley Comp – Newdigate Street).
As mentioned above I met with Chris Teal the Head Teacher earlier this month. Apart from the internal excellent work that the school do, they also very much embrace wider community initiatives too. As part of the Technology Status and Extended Services The Kimberley School has a Community Panel, which works closely with local businesses and the community to encourage the educational aspirations of its students. The Panel meets termly and includes representatives from Sainsbury’s, Premier Foods Bakery, Caunton Engineering, HSP Consulting, FG Skerritt, The Giltbrook Retail Park, local schools, colleges and councillors. Through this panel a host of projects have been initiated and enriched the students’ education. The government is introducing 14 -19 Diplomas into the curriculum from 2010. The Kimberley School is actively involved in introducing these diplomas and working with local companies is a key requirement. 9) The Hope Project
Thanks to all of those who responded to previous e-mails and now volunteer in the Kimberley shop (next to the Post Office). It’s doing well! All profits go to help provide practical help for people in need, women suffering domestic violence etc. The shop will always be pleased to continue to receive stock – and you can either drop it off at the shop – open Monday-Saturday, or e-mail sarah@outreachchurch.co.uk for any more information about anything. Bric-a-brac I’m told is especially welcomed at present, CD’s, books, videos, ornaments etc.

All Norman Street residents are to be consulted by both Nick & myself to find out the views of local residents. Nick & I will then put a robust plan to both Broxtowe Borough Council and the County Council for them to consider a number of improvements in terms of road safety. 12) Speeding issues in Awsworth & Cossall
A number of volunteers (and some very interesting suggestions) have come forward in both Awsworth & Cossall to look at a number of measures that could be implemented to help reduce traffic speeds going from Main Street and The Lane in Awsworth, through to Awsworth Lane in Cossall. 13) The Hub Meg Tots
Every Wednesday morning between 10am and 12 noon, mums and their toddlers up to 4 years of age are very welcome to attend The Hub, on Newdigate Street, Kimberley. There’s a baby zone, craft area, toys healthy snacks etc. Prices are £1 for mum plus one tot (with an extra £0.50 per extra child). 15) A610 Road Noise
Several years ago I made some detailed complaints to Nottinghamshire County Council regarding the vehicle. road noise affecting such areas as Laverock Close, Kimberley Close, Goodwin Drive, High Street, roads of Swingate, Hayley Close, Digby Street, etc. At best the County Council listened, took some details of noise measurements from residents on Hayley Close, but did very little else. Following further complaints from local residents both Nick & myself will be working up a major campaign to try and change the minds of the County Council and break the current impasse. Would any resident adversely affected by A610 noise, please let me know, providing full details of complaint, and contact details. Thank you.

16) Re-development of the precinct-Kimberley
I mentioned last month that I have been given details by a local resident of an audacious idea & plan to redevelop the precinct site in the middle of Kimberley. It is an absolutely fantastic idea. The re-development of the precinct is only in the very early stages at the moment and some of the ideas surround making the precinct pedestrianised with a number of aesthetic features. Following the details that you sent into me during October, and after site visits, I have duly put forward priority repair and maintenance for the following areas during the next 12 months:

  1. the area around 27a High Spannia Kimberley (especially the kerbstones)
  2. the top end of James Street, Kimberley
  3. Town View & Brendon Drive (especially around 15 Brendon Drive)
  4. Lulworth Court – (extensive damage)
  5. pavement repair outside the length of 13 High Spannia
  6. Rockside, off Station Road, Kimberley
  7. Eastwood Road opposite the BBC depot, from the old Midland Railway brick bridge abutment to the stoney driveway that leads up to Bank Cottage.
  8. Glenfield Avenue
  9. 34 Swingate up to 32 North Street
  10. Broomhill Road
  11. A dropped kerb – on the corner of Alma Hill and Cornfield Road

18) Broomhill Road Parking
I understand that problems are still occurring on Broomhill Road with cars from nearby businesses causing some obstruction in this area. In addition the problems appear to have spread to parts of Nottingham Road. I would appreciate up to date feedback from anyone affected by this.

19) CCTV in the area of the Hama Medical Centre, Kimberley
An approach has been made to Broxtowe Borough Council in terms of installing CCTV close to the vicinity of the Hama Medical Centre on Nottingham road, due to periodic bouts of vandalism and anti social behaviour. I am awaiting details currently from the Community Safety Department at Broxtowe to establish exactly what can be offered in terms of CCTV support. More information available from Richard.

20) Broxtowe Borough Mediation
A free mediation service is offered by Broxtowe Borough Mediation for those having problems with neighbours. It’s confidential and for more information you can call 0115 9173736, or meet at Eastwood Citizens Advice Bureau the last Tuesday of every month, at Wellington Place, Eastwood between 12:30pm and 1:30pm.

21) The Digital Switchover
There are 60 million TV sets in the UK in around 25 million households. 88% of households already have digital TV on their main TV and 69% of all TVs are now digital. The main roll out of the Digital Switchover programme in the UK began on 6 November in the Borders region. Obviously this will affect us all in due course. 22) Community Speedwatch in Kimberley
I thought you might be interested in some figures obtained from a 1 hour session I did on Community Speedwatch on Friday 28 November, between 3 and 4pm. During this time – in the location of Greens Corner Kimberley a total of 709 vehicles travelled (in the direction of Kimberley & Nottingham). Not all of these were speeding! It just goes to show just how much traffic there is on the roads – food for thought!

23) Alma Hill signage
Earlier this year Broxtowe Borough Council erected a new sign to indicate the numbers of residents’ houses situated down the bridleway. Complaints have been received that this is too low, and with cars blocking the sign, it is barely visible. I have asked for sign to be raised in order that it is more easily accessible to view. Cossall & Kimberley News Update & Information Service Mid November 2008

1) Kimberley Community Action Team
The next meeting for takes place at 7pm on Tuesday 25 November at the Town Council Offices on Newdigate Street. All Kimberley residents are invited to attend. The meeting is being chaired by Cllr Mel Crow – Independent Borough & Town Councillor for Cossall & Kimberley.
The police will be in attendance to answer any questions on local policing matters.

2) Glass Collection in Broxtowe

3) Holy Trinity Church Kimberley

4) Ikea traffic congestion
I attended for Nick Palmer MP a site meeting on Monday 10th November to look at the problems created by traffic lights, poor lane marking & the various County Council “improvements”. Nick & I have also sent a submission off to the County Council outlining the complaints passed to us by local residents. A full update on this will be given in December’s bulletin.

5) Eastwood Road Action Group (ERAG)
Many of you will know the work that ERAG have done lobbying the County Council to make improvements at the Maws Lane junction. I’ve received confirmation from the County Council that a new “Pelican” crossing will be installed and the bus stop (on the Kimberley Miners Welfare side) will be moved. The work is to start in January – the County Council are putting up £55k to complete the improvements.
Local campaigning does work! I started up ERAG back in May last year. The praise for the success should really go to the following residents who have worked so hard during the past 18 months or so – Douglas & Susan Bacon, Cllr Steve Brunt, Garry & Lorraine Poundall, Dr Sally Sargeant, Brian Samuels and John Harvey.

6) Children In Need
You are invited to a Coffee Afternoon and Craft Sale on Saturday 6th December. Drop in between 12 noon and 6pm With Carole Green where she will be selling her crystal and bead crafts including crystal cluster window hangers, phone charms, candle sticks, beaded angel bottles, beaded corks etc.

7) Christmas Light Switch on in Kimberley
This is taking place next Friday evening – 28th November. Afterwards everyone is invited to The Hub cafe on Newdigate street for refreshments. 8) T1 Phoenix Flyer
I thought you might be interested in seeing some feedback from bus usage on the Phoenix Flyer this week. I’ve checked with Veolia this morning & can report the following:

  1. Monday 17th November
    266 passengers
  2. Tuesday 18th November
    311 passengers
  3. Wednesday 19th November
    315 passengers
  4. Thursday 20th November
    290 passengers

The total so far this week of 1182 (excluding today) does represent an increase on last week’s figures for example.
There are soon to be some significant enhancements with a revised fare structure for the whole route, plus the introduction of weekly/monthly passes.
From next February it’s hoped that the bus will be running up Maws Lane/Hardy Street & Swingate.
There’s still a dispute I believe with the County Council on Veolia timetables being displayed on the bus stops, but steps are being taken to ensure this matter gets resolved.

Cossall & Kimberley News Update & Information Service November 2008

Hi all,
Welcome to November’s update and especially to those who’ve joined during October.
Thank you all for the many, many constructive comments, and feedback. On a rough count during October I’ve made 190 responses on various matters dealing with anything from speeding traffic to Kimberley Library, parking tickets, pavement repairs, requests for T1 Phoenix Flyer Timetables, housing, Greene King, planning and council tax matters. The list is literally endless.
With the amount of enquiries coming and, and when you realise there’s now over 400 people who receive these bulletins it does sometimes now take me a little longer to respond to some of the points raised. Apologies to those who’ve had to wait a while. To the best of my knowledge I’ve now responded to everything that came in during the past month. If not please let me know!
I have had a clear out of various bits of paper that I tend to store (sends my wife potty) so I’m now all geared up for November.

You vote for your elected councillors – it’s only right then that I should keep you informed of the work I do on your behalf. My overall aim in this is to try and make more open and transparent the work of a local government councillor, and to hopefully get a better understanding of how things do (or as in some cases “don’t” work)!

Cossall & Kimberley News Update & Information Service November 2008

1) Awsworth & Cossall Community Action Team
The next meeting for Awsworth takes place at 7pm on Tuesday 4th November at Awsworth Village Hall. Any Awsworth & Cossall resident is welcome to attend.

2) Greene King – Kimberley site – Hardy Street
Both Nick & I have stepped up our representations to Greene King during October to find out for you what exactly is happening on the old Hardy Hanson’s site. I’ve been told earlier this afternoon by a senior Greene King official that a public announcement is likely to be made in January next year, with news of the purchaser for the site. As soon as this information comes through and is finalised Nick & I will be negotiating with the new owners on behalf of the residents in brewery houses, and for the wider community regarding plans for development of the site. 3) Meadow Road, Awsworth
I have received various complaints about the state of part of this road, which appears to have been neglected for far too long. I have a meeting set up next week with Highways Officers to discuss various matters as to how the dangerous surface can be improved. More information available from Richard.

4) An evening with Bobby Ball
This is taking place on Saturday 15th November, commencing at 7:30pm and is being hosted by Nottingham West Outreach Church, Newdigate Street, Kimberley. Admission is free and Bobby will talk about his life, fame, faith and his life story of complete transformation. 5) Traffic Congestion at Ikea Island in Giltbrook
Both Nick & I continue to receive complaints about the congestion in and around the retail park. I have been caught it in on more than one occasion. There are regular queues coming out of Awsworth and going towards Eastwood which have not been helped by new road lay outs, phasing of traffic lights etc.
You may recall from previously bulletins that the County Council were somewhat reluctant to meet to discuss the problems. Nick & I have persisted in this & a site meeting is now to take place next month to discuss what improvements and easements can be made. We’ll update you in due course. 6) T1 Phoenix Flyer
I’m sure that you will have seen the new buses flying through Kimberley since the launch on 3rd October. If anyone has not got a timetable, please let me know and I can get one to you. Don’t forget that a key feature of this service is a later evening bus running through Kimberley on Friday’s and Saturday evenings. Lots of people have asked why there are no notices on the existing bus stops, and whether the bus stops at all the existing bus stops. I can confirm that the bus will stop at ANY of the existing County Council/Trent stops. All you have to do is to hail the bus down.
As to why there are no notices on the bus stops yet, I believe there’s been a delay in the information being actioned by Veolia and the County Council respectively I am told this should be rectified during the next couple of months.
I’ve also been asked about references on the Tram website (Nottingham Express Transit) to the Phoenix Flyer. If you look at http://www.thetram.net/buses/veolia_buses.asp you should find the relevant information.
Lots of people have asked why the service is not running up Swingate and Maws Lane. Both Nick & I wanted both these areas incorporated from the start, and have argued the point very strongly with the operators Veolia. Operational difficulties have temporarily ruled this option out. The intention is to review the current timetable in February next year, with a view to running a service in BOTH of these areas from March next year. By then the Ilkeston by-pass will have been finished (this will have the effect of reducing the running time from Ilkeston), which in turn should allow more leeway for additional stopping points in both of the above areas. Both Nick & I will keep you posted.
Overall – do make use of the new service!

7) The Hope Project
Thanks to all of those who responded to previous e-mails and now volunteer in the Kimberley shop (next to the Post Office). It’s doing well! All profits go to help provide practical help for people in need, women suffering domestic violence etc. The shop will always be pleased to continue to receive stock – and you can either drop it off at the shop – open Monday – Saturday, or e-mail sarah@outreachchurch.co.uk for any more information about anything. Bric-a-brac I’m told is especially welcomed at present, CD’s, books, videos, ornaments etc.

8) Walk & Talk
Walk and Talk offers regular short walks in Broxtowe Borough, with chances to make new friends and improve health. During November the following walks are being organised in our area as follows:

6th and 13th November – meet 10:30am – Queen Adelaide, Babbington Lane, Swingate
20th and 27th November – meet 10:30am – St Mary’s Church, Church Road, Greasley

9) Newdigate Street
You may recall from August’s bulletin that following a delegation of local residents to see Nick Palmer MP I held a public meeting with Newdigate Street residents in July to discuss various improvements that can be made to the road. I also visited the Head Teacher at Kimberley Comprehensive School to see what resources could be provided inside the school grounds for teachers & visitors, to be able to park (this should alleviate the need for parking on the corner and bend opposite the school). I’ve got a meeting arranged for Wednesday 5th November with the County Council to take this matter forward. This would have happened earlier (had the Council not lost the papers I handed in, in person in August)! More information available from Richard.

10) The Hub Mega Tots
Every Wednesday morning between 10am and 12 noon, mums and their toddlers up to 4 years of age are very welcome to attend The Hub, on Newdigate Street, Kimberley. There’s a baby zone, craft area, toys healthy snacks etc. Prices are £1 for mum plus one tot (with an extra £0.50 per extra child). 11) Newton’s Lane Cossall – Bridleway
I have been approached by several local residents regarding the “near impossible” situation facing pedestrians wanting to cross the Awsworth by-pass successfully, near the bottom of Newton’s Lane. I had a site visit myself with some residents and saw for myself how difficult it is to cross. There are also horse riders that are affected. Together with Nick Palmer MP we are launching a major campaign to try and persuade the County Council to install a light controlled crossing. I have written to local residents around Newton’s Lane to gather their support.
I am raising with matter with the County Council next week on 5th November, and will keep you updated on progress.

12) Speeding throughout Awsworth & Cossall
There has over the past 6 weeks been a good response from a number of residents wishing to partake in Community Speed Watch scheme. Some help has even been offered from outside of Awsworth & Cossall. I will be putting together a package of proposals during the next 4 weeks in order to try and secure both short term and ultimately long term improvements for local residents throughout Awsworth & Cossall. 13) A610 Road Noise
Several years ago I made some detailed complaints to Nottinghamshire County Council regarding the vehicle. road noise affecting such areas as Laverock Close, Kimberley Close, Goodwin Drive, High Street, roads of Swingate, Hayley Close, Digby Street, etc. At best the County Council listened, took some details of noise measurements from residents on Hayley Close, but did very little else. Following further complaints from local residents both Nick & myself will be working up a major campaign to try and change the minds of the County Council and break the current impasse. Would any resident adversely affected by A610 noise, please let me know, providing full details of complaint, and contact details. Thank you.

14) Re-development of the precinct-Kimberley
I mentioned last month that I have been given details by a local resident of an audacious idea & plan to redevelop the precinct site in the middle of Kimberley. It is an absolutely fantastic idea, the re-development of the precinct is only in the very early stages at the moment and some of the ideas surround making the precinct pedestrianised with a number of aesthetic features.
