Broxtowe News Update & Information Service – April 2018

1)  Tram Extension – Line 4 phase iii to Kimberley, Eastwood & Amber Valley

I’ve burnt some midnight oil during March and early April preparing very detailed submissions that have now been sent to East Midlands Councils.  These include outline plans for the tram network, to be extended from Phoenix Park out through Kimberley & Eastwood into Amber Valley.  In addition there have been some exciting proposals put forward that would link the north of Broxtowe (Nuthall, Awsworth, Kimberley and Eastwood), with a fast link through to the new Hs2 Hub station at Toton (from a hub station in Langley Mill).  It’s all about connectivity.

There’s been some heavyweight support from significant local businesses in both Broxtowe and Amber Valley in addition to community organisations and rail interest groups (all of which have now been submitted also).

There is a high level meeting taking place with Sir John Peace (Midlands Engine Chairman), next month in Westminster where I will be attending along with other key stakeholders to discuss these matters further.

I will then provide a full report back to you in May/June on progress and what the next steps then are.

2) Erewash Mental Health Association Limited (EMHAL)


Last month I was asked by a resident in Eastwood to visit the EMHAL, who operate out of the Touchwood Centre, 4 Charlotte Street, Ilkeston.

I visited the centre, and have also met separately with a Director on the Board of EMHAL (who lives in Broxtowe), to discuss some of the challenges they are facing regarding funding shortfalls.

From my visit to Touchwood Centre I can see that they do a fantastic job supporting vulnerable people with mental health issues.   There are people from Broxtowe who do go over the border into Ilkeston for support and use the centre.

For my part I am liaising with a number of organisations to see what funding and wider support maybe available.

If you are interested in finding out more about what EMHAL do, some brief background together with contact details are shown below.

Erewash Mental Health Association Limited is a Registered Charity, which has been in existence for over thirty years.  It provides daily centre based support for adults with a diverse range of mental health issues, both long and short term.

Until the end of March 2017 the Touchwood Centres in Long Eaton and Ilkeston were fully funded by Derbyshire County Council and the Hardwick Clinical Commissioning Group.  However, recent changes to the way in which mental health services are funded in Derbyshire, away from centre based permanent support, has resulted in a 100% cut in their funding.  This took effect from the 1st April 2017 putting at risk their ability to continue to offer help to some of the most vulnerable people within the local community.  In June last year they took the very difficult decision to close the Long Eaton centre and to put all our efforts into keeping the centre in Ilkeston open.  However, their reserves are being rapidly depleted, leaving them with the prospect of having to close at the end of November this year.
The Touchwood Centre in Ilkeston is a very valuable resource and has the potential to play a vital role in continuing to support adults with mental ill health, not only in Ilkeston, but in the surrounding areas, some of which are amongst the most deprived in the country.  Indeed, the only alternatives now on offer are telephone counselling and six face to face counselling sessions, both of which are short term and do not offer help on a daily, permanent basis, which is essential for both the physical and mental wellbeing of our service users.  The new service is called “Peer Support and Recovery”, which is fine for those who can recover, but many mental health conditions are long term and using a “sticking plaster” technique is unlikely to improve the lives of those most in need.
A main focus now is to raise the profile of the Touchwood Centre and to urgently address the issue of funding.
The Touchwood Centre is open on weekdays from 10 am to 3.30 pm and offers daily support in a safe,secure and non judgemental environment for adults suffering from long and short term mental health issues.  The service operates on an open door basis.  There is no appointment system and no rationing of services.  Experienced staff cater for service users’ specific needs and are there to signpost individuals to other services if necessary.  Refreshments and a nutritious lunch are provided.  They strive to encourage those who access our service to move forward through learning and adopting the life skills necessary to live, work and participate in their local community.

3) Campaign for greater road safety for pedestrians Nine Corners, Kimberley

Following concerns from local residents I launched a major campaign earlier this year to try and improve road crossing for pedestrians near Nine Corners in Kimberley.


These details were submitted to the County Council on 27 February 2018 – along with copies of the complaints and suggestions I have received from local residents, many of which were very interesting.

On 19 March 2018 – I issued a reminder to the County Council to chase on what action they propose to take.

There appears to be utter confusion now with County Council, there is no joined up communications between their officers and local elected representative.  I am told to do one thing, I do it, only then to be contradicted.  They seem to be more interested in internal protocol rather than doing anything specifically for local residents.

I have complied with their every request and because of their inaction and dithering on what is a very important matter I have launched a formal complaint against the County Council and am now awaiting a response.

4)   Fly tipping near Awsworth Petrol Station 

I have been made aware of some serious incidents of fly tipping near Awsworth petrol station, and visited the site two weeks ago and visited to find some clearly unacceptable scenes.  I am concerned about possible contamination due to what looks like fridges and other electrical goods being dumped near flowing water, and I have reported all of the findings.

If anyone else experiences problems with fly tipping I would be grateful if you could let me know, so I can make the necessary representations.

5)  Cinema Giltbrook Retail Park (GRP)

Many of you may remember the petition I undertook in 2013 regarding the cinema at GRP.

I was subsequently shown plans whereby the owners of GRP wanted to install a cinema by 2022.  There was then a period of silence and the project went onto the back burner due to other priorities for the site.

Due to the increasing number of people who still ask me about what is happening with the cinema proposals I met earlier this year with British Land representatives again and put again the case for a cinema complex.  I’m currently awaiting a response to some detailed enquiries I made about this as there appears to be growing local interest again with this idea.

As soon as I hear anything further I will let you know.


6)   Retirement Living Review Consultation – Broxtowe Borough Council

At the Housing Committee meeting, held on 14 March 2018, it was agreed that consultation would take place with the council’s Retirement Living tenants on the three options proposed in the report of the Independent Review of Retirement Living Service.  The report can be found here:
A series of consultation meetings are scheduled to take place at various Retirement Living Schemes throughout the Borough.  The consultation ends on 4 May 2018.

7)   Residents’ parking permits

I have received requests from people in two different areas in Kimberley for residents car parking permits – Noel Street and Jubilee Street.  Before I make any detailed enquiries if anyone else has any specific asks regarding the possibility of parking permits in any other area if you could let me know by 15 May.


8)  Wall demolition – Ruislip Close, Kimberley

I have been asked by a number of residents living close to Ruislip Close whether a large wall can be demolished in one of car parks, with one of reasons being incidents of anti social behaviour that takes place behind it.  I’m making some enquiries at the moment to see what actually can be done about this, what consultation is needed, and what any costs would be.

When there is more information available I will let you know.
