Broxtowe News Update & Information Service – October 2017

1) Policing in Kimberley & Nuthall – what do you think?

Last week I was alerted to two meetings that were taking place regarding “sudden closure” of Community Police Beat Team rooms affecting both Nuthall & Kimberley   One meeting was last Thursday evening 19 October in Nuthall (which I attended), and the other was last Friday 20 October evening in Kimberley (which I couldn’t attend due to clashing with a long-standing prior engagement with Sir Keir Starmer the Shadow Secretary of State for Exiting the European Union).

At the meeting in Nuthall last Thursday much concern was expressed by local councillors about the manner in which they had been informed of the closures.  A letter was also read out from Anna Soubry (Broxtowe MP) who had contacted the policing minister about the closures.

To try and get a better understanding and clarification on the situation from the perspective of the police, I contacted the Police & Crime Commissioner for Nottinghamshire Paddy Tipping.  I did raise concerns too about the way that communications had been handled.  He confirmed that the police “drop in” rooms in both Nuthall and Kimberley had not been used since the beginning of 2017, and that they were never public facing.  Whilst they will now be closed permanently the same officers and staff will still police the area, with mobile technology enabling officers to be present within the local community for longer periods (which to me appears reasonable).

Then very strangely and completely out of the blue on Tuesday this week 24 October 2017 I received through the post at home an anonymous letter which is shown here: EPSON013

I have subsequently written to the Chair of Kimberley Town Council asking for comments on the points raised in the letter.  I received a telephone a telephone call from Cllr Trevor Rood today at lunch time refuting the inference made in the letter that Kimberley Town Council had any prior knowledge or notice of the closure.

So, I am very interested to know your thoughts on all of this.  In particular I’d like to know your views on local policing, including your experiences on response times, police visibility and any improvements you would like to see.  What do you think also about the actual closures of the rooms in Kimberley & Nuthall – do you think this will make any significant difference?

I’ll feedback in due course to the police so that they are aware of the range of local public feelings.

2) Refuse collection in Broxtowe

Changes to bin collections throughout the Broxtowe Borough are due to come into effect shortly.

New bin calendars will be sent to every household in the Borough in November ahead of the changes, which commence on 4 December.

You should continue to use your existing calendars until 1 December.


Whilst not all residents will have a new collection day, some could see their collection day change by up to 4 days or see their black or green lidded bin collection week swap.  Anyone affected will receive additional information in the post about how the Council will help them manage their waste during the transition weeks.

Residents are also reminded of the new bin collection start time of 630am, which also starts on 4 December.

I am attending a meeting about this next Wednesday 1 November and if there’s any more useful public information available I’ll publish this in next month’s newsletter.

3) Stephanie Hather – application to trade in Kimberley – mobile Jacket Potato van

Thank you to everyone who responded following last month’s newsletter.  I’ve passed onto Steph the many supportive comments that were received, all of which are very much appreciated.

I met with the Chief Executive of Broxtowe Borough Council on Tuesday this week to discuss a number of issues including this matter.

So where does this case stand now?

a) the complaint made by Stephanie is now at Stage 2 of the Broxtowe Borough Council complaints process (a formal investigation is now taking place) with a range of additional specific questions and points by Stephanie submitted.  Both Stephanie and myself have specifically requested that we are able to present in person and elucidate verbally on a series of events that took place as part of the formal investigation.

b) a Subject Data Access submission by Stephanie under Sections 7-9a of the Data Protection Act 1998 requiring all information to be released between specific dates during 2016-17 on emails, file notes, minutes and meeting notes between councillors and officers concerning her business is currently being collated.

c) a separate complaint against Kimberley Town Council is currently with the Interim Monitoring Officer at Broxtowe who will determine whether there has been a breach in the Code of Conduct.

4) The Hidden Bakery
Over the past few months I’ve got to know the owners Andrew & Heidi quite well.  They live on Eastwood Road in Kimberley next door to old Miners Welfare.  They are two of the of most hard working, very straightforward, straight talking and genuine people I’ve come across.

Andrew & Heidi’s business – Hidden Bakery have a Mission Statement – “To make our community a happier place with fresh bread, tarts, cakes and great baking”.  The range and quality of products they make are absolutely fantastic and hugely popular – wedding cakes, bread and other goodies.  Many of you will be familiar with their business.

As a way of brief background (I’ve covered this matter before in previous newsletters) –


  • they used to have premises on James Street in Kimberley, but for various reasons that did not work out.
  • they then had numerous problems with the Broxtowe Borough Council Planning Department and other people when seeking correct permission to be trade from their premises at home, and this being adapted.
  • a very unfortunate serious of events transpired – which ended up with Andrew being in hospital due to stress, and they were both thinking of leaving this area – (home and business) due to anxiety they were placed under.

I raised this matter at Broxtowe Borough Council full meeting last Wednesday 18 October 2017 and I would again like to place on record my thanks to Ruth Hyde Chief Executive (we met with Heidi and Andrew and went through a whole range of issues earlier this year).  The support shown from the Chief Executive and professionalism shown – in trying to win back some balance and fairness was very much appreciated.

On this occasion there is good news to report in that Hidden Bakery are staying within the borough of Broxtowe – with new premises secured on Hill Top in Eastwood where they will be able to offer much enhanced facilities, opening the end of November this year.

Tributes should be paid to Heidi and Andrew and this is a story of of perseverance and diligence, over many obstacles and bureaucracy put in their way.  I am personally delighted for Heidi and Andrew.

I’m naturally sorry that their business is not still in Kimberley, as we need more businesses like their’s here, however it’s still within the borough – which of course is good news.  The loss for Kimberley is definitely Eastwood’s gain.

5)   Should Kettlebrook Lodge, Kimberley home to 2nd Kimberley Scouts (and many other activities) be demolished?

I’ve been made aware of a document that shows that Kettlebrook Lodge could be demolished should housing transpire in this vicinity.  Please see:


I’ve received a number of concerns about this from local residents including Ellis Tansley the Scout Group Scout Leader, and Darren Seaton, Chairman of Kettlebrook Lodge.


Kettlebrook Lodge was built back in 1986 to be the new home of Kimberley’s Scout Group and is host to nearly 200 young people every week, in addition to a social hub of diverse users like a play group, Woman’s Institute, Girl Guiding, a drama group, a keep fit group and all the people who hold parties there.   It’s the only place in Kimberley that can cater for large groups (180 max).

I oppose the demolition of Kettlebrook Lodge emphatically, without qualification and will be making my views known to Broxtowe Borough Council.

6)  Broxtowe Part 2 Local Plan – Public Version Consultation

Related to the item above Broxtowe Borough Council is inviting your views on the Publication Version of the Part 2 Local Plan (which follows the Part 1 Local Plan, the Aligned Core Strategy).

The Part 2 Local Plan allocates specific sites to meet the development requirements set out in the Aligned Core Strategy and details further policies against which future planning applications will be assessed.

The Publication Version of the Part 2 Local Plan is the version of the Plan that Broxtowe Borough Council wants to submit to the Secretary of State for examination. An independent planning inspector will examine the Plan to make sure that it is legally compliant and sound and that the Duty to Cooperate has been met. Any responses you make to this consultation will be considered by the planning inspector.

7)  Tram extension to Kimberley & Eastwood

I raised this matter again at Broxtowe Borough Council full meeting last Wednesday 18 October 2017, in particular the importance of protecting the route out to Kimberley against encroachment from housing development.  I stated specifically that provision of new housing and transport investment is something that goes hand in hand and is not one at the expense of the other.  Especially with the advent of Hs2 in Toton in the most southern part of Broxtowe – it is vital that increased investment in public transport in the north of the borough – Nuthall, Kimberley, and Eastwood ensues.

I have made separate submissions to Broxtowe as part of local plan consultation as has Labour MP for Ashfield Gloria De Piero – and her submission is shown at the following link:

8)   Review of parliamentary boundaries



By clicking on the above link you will find revised proposals for parliamentary constituencies have been published by the Boundary Commission for England.  The enclosed document lists the wards which are intended to make-up the proposed Broxtowe and Hucknall Constituency and also shows where the remainder of the Borough wards have been placed.  Further information on the review, including a map showing the proposed boundaries, can be found at:

9)   Could you volunteer for Nottinghamshire Neighbourhood Watch?

10)   Overgrown hedges, Coronation Road Cossall, opposite the industrial estate

I have been contacted about Coronation Road, Cossall, opposite the Cossall industrial estate and a path from the roundabout (New Rail Station) down only one side of the road.  Because of the overgrown hedges it is impossible to push a pram or use a wheelchair on the footpath.  People need to use the busy road to navigate the obstacle.
I duly got in touch with the County Council and they have advised that the landowner is arranging to have the hedge in question cut back.

11)   Christians Against Poverty – Ilkeston Debt Centre


I have been asked by Ian Robertson, Centre Manager for Christians Against Poverty in Ilkeston to relay the following information:

Christians against Poverty (CAP) have recently opened a new debt centre in Ilkeston which offers free debt help to those struggling with debt. Their service is not only available to those living in Ilkeston and Heanor but also to anyone in the NG16 sub-postcodes 1-4 (an area stretching from Nuthall to Langley Mill).

A CAP debt centre is not a place but a process.  People telephone CAP on 0800 3280006 requesting help.  The local centre manager with a support worker visits the enquirer in the privacy of their home and collects all the financial information.  On receipt of all details CAP analyse the problems and recommend a way forward.That may be a debt repayment plan and/or an insolvency option.  Budgeting advice is always given and CAP seek to support their clients through the whole process of them becoming debt free.

CAP helps over 20,000 clients a year and handles over £45 million of client debt.It works with hundreds of finance and utility companies and saw over 2500 clients become debt free last year.  Ian Robertson manager of the new centre at Ilkeston says; “Typically debts can build up when a relationship breaks down,someone loses their job,or through bereavement–so often when people are least able to cope with a financial headache.  We hope over the next few years to help countless local people and families,regardless of their age,gender,faith or background to put their debt nightmares behind them and start a new life.”

14)  Nine Corners Kimberley – should we have a zebra crossing?


A number of years ago I approached the County Council with regards to the possibility of a zebra crossing by Nine Corners, Kimberley.  It’s very difficult to cross as Rev Barbara Holbrook (and Baggins) and I experienced last week.  I know that a number of people previously said they would like a crossing in this area – due to the amount of people trying to get to the church, Kettlebrook Lodge etc.

Unfortunately at the time the County Council did not look favourably on the request.

Is have a crossing something that you are still concerned about and would like to see happen? Please let me know and I’m happy to try and coordinate a further approach.


15) Maws Lane/Eastwood Road, Kimberley junction

……And finally for this month a couple of points regarding Maws Lane.

Far from the £25,000 scheme (which I wholly opposed) preventing accidents, there was a collision there this week with a number of the new bollards being ripped out of place.

I just wish that the County Council would have listened to the constructive comments that Kimberley residents raised as part of the consultation exercise we undertook two years ago.

Additionally I am aware that the Passenger Transport team at Nottinghamshire County Council arranged for monitoring of the impact of the bus stop on Eastwood Road (next to crossing) was having on Maws Lane.

Happy to take more feedback on this with the hope that one day the County Council will listen rather than react.

Golden goose classes

Are small friendly groups meeting for textile lessons in my home on the Gilthill, Kimberley.  Classes are limited to 5 students in well equipped workroom. All levels of ability are catered for, from GCSE catch up – to recreational sewing. I am an experienced textile teacher with twenty years experience which I would now like to pass on in a more relaxed atmosphere. Classes cost £3.50 per hour for up to two hours. On Monday, Tuesday, Wednesday and Friday during the morning or afternoon, and some evenings. During 2009 some of my students have made their own clothes, Advent calendars Shopping bags, wall hangings and full size machine pieced quilts.
