Broxtowe News Update & Information Service – March 2017


1)  Tram extension Line 4 phase III to Kimberley, Eastwood & into Amber Valley

I am very pleased to report that Eastwood Town Council are making a very positive contribution towards the development of the Tram extension from Phoenix Park.  As part of the council’s Neighbourhood Plan – they held some public open sessions earlier this month and I attended one of them on Saturday 18 March.  The full updated details regarding the tram extension are provided at the link below.

There remains very important work in the background towards the tram development with ongoing discussion between various local authorities.  I will continue to keep you updated with progress.


2)  Cinema proposals Giltbrook Retail Park (GRP)

I am likewise pleased and at the same time excited with the developments on Giltbrook Retail Park (GRP) – and I believe that the news of Moonlight cinema showings next month are a big step forward in the right direction of securing a permanent cinema in this area.

At various points during the past few years when I have held meetings with British Land (GRP owners), they have hinted that before a permanent cinema could be in place they would allow a pop up cinema to gauge interest in the initiative.

Essentially this venture (a drive-in cinema) means that a pop up cinema is erected, you book your tickets before hand, turn up at the venue in your car, turn off your car lights (tune in via your car radio to get sound), and the viewing commences.

I spoke with the Managing Director of Moonlight Cinema earlier this month Benjamin Stonehouse earlier this month.  He operates other drive in cinemas in various parts of the UK and he was astounded at how quickly the tickets for the Giltbrook Retail Park sold out.

I am attending one of the showings next Wednesday 5 April, and am also planning to visit another retail park in the East Midlands next month to look at their permanent cinema operations.

3)  Fake news or a manifest injustice?

Over the past few months and especially around the time of Donald Trump’s election presidential victory last year there has been a lot of talk about fake news.  Essentially as the argument goes fake news refers to articles that people share on social media that are designed to mislead and cause unnecessary panic.

You can decide for yourself whether you think the following represents fake news or a manifest injustice.

There are currently 3 borough councillors representing Kimberley – Cllr Mel Crow, Cllr Shane Easom (both Conservative) & myself.   On 8 November 2016 the three of us received an email from Broxtowe Borough Council officers seeking our views on a jacket potato stall on Toll Bar Square in Kimberley being able to trade on a trial basis on a Wednesday.  Surrounding businesses were also to be consulted.

I responded giving this initiative my full support.

The next thing I know I am informed by officers at Broxtowe that this initiative had been “pulled” at the last minute and they were quite rightly in my opinion very annoyed about this.  As Cllr Mel Crow who is the Deputy Leader of the council had made such strenuous objections they felt duty bound to take this no further.  The officers could not make sense of any sound reasons for not going forward with this (and neither could I).

Earlier this year this year I met with the owner of the jacket potato stall Stephanie Hather in Kimberley and we discussed what had happened.  Steph was singularly unhappy with the way she had been treated – so I arranged meeting with the Chief Executive, Steph & myself at Broxtowe Borough Council on Wednesday 15 February.  Whilst the Chief Executive had every sympathy with the points that Steph & I put over and confirmed that the decision that Cllr Crow had made was incorrect and in effect not hers to make (Cllrs do not possess statutory powers to intervene in the way that she did) – the hands of the Chief Executive as other officers at Broxtowe were tied as a “political decision” albeit incorrectly, had been made.

Further facts have come to light during the past few weeks:

a) Steph already trades in Stapleford (another part of Broxtowe) – with no adverse effects.

b) Nottinghamshire County Council have given authority for Steph to trade on the highway in a different part of Kimberley!

As far as Broxtowe council officers are concerned they have stated that this matter should be brought before a committee of councillors later this year to make a decision.

Whilst I understand the Broxtowe council officers genuine reasons for doing this my instinct tells me that all sorts of various spurious political arguments (by some Tories) will be deployed to try and prevent Steph from trading.

Of her own volition – Steph has started a petition – and I hope as many of you as possible will sign this (details below).

From my perspective, it’s not just about supporting a single trader wanting to add diversity and provide services for Kimberley.  It’s crucially about fairness and openness.  What’s best for Kimberley and the surrounding areas should not boil down to (secretly) protecting a few of your existing business friends on James Street.

Telling a Kimberley resident and someone who has lived in and around Kimberley all her life that she cannot trade in her own town appears to me not only spiteful but also nonsensical.

Council officers are not to blame in this, they are working really hard to try and boost business trade across the borough.  They have been overruled.

Fake news or a manifest injustice?   You decide.

4)  Coop – Maws Lane, Kimberley

I reported in last month’s newsletter that I had met on Wednesday 22 February with the Area Manager for the Coop Mr Phil Haines at the new store on Maws Lane.  We discussed a number of issues that have been raised with me during the last few weeks.

My overall impression of the Coop was that it is a well maintained and tidy store offering a wide range of products, with approachable staff.  I have spoken to local residents who really feel that the store has been a godsend especially for elderly residents who struggle to get into Kimberley.

With regards to the traffic issues in and around Cornfield Road – over the vehicle entrance to the store then I understand that the Coop are arranging for some new white line traffic markings.

I also mentioned in February’s newsletter that I would consult about the possibility of having double yellow lines could be implemented along a stretch of Cornfield Road.

Thank you to everyone who has responded, via email and telephone.

The upshot of the responses is that the majority (Coop and local residents) do favour yellow lines being but in place along a stretch of Cornfield Road.  However it is only fair to report that I have at the same time received some strong objections from people living within the flats on Cornfield, and they have stated the reasons (including fear of crime and safety) why they park their cars where they do, near the entrance to the Coop and not in the adjacent car park.

Rather than simply ask the County Council to implement the proposed double yellow lines I have contacted Derwent Living first to explore a number of issues and have a discussion with them on how possibly double yellow lines could be implemented without alienating some of their residents.

I do not want to propose a scheme to the county council, only to find in turn that this causes lots of grievance elsewhere.

When I have more information on this I will let you know.

I have also been sent pictures of problems with large vehicles reversing into the Coop car park – and of damage to a nearby street sign on Strathglen Close. I have spoken with Phil Haines (Area Manager for the Coop) and can confirm that he has spoken to both Warbutons Ltd and Allied Bakeries (Kingsmill) – who have in turn advised that this particular reversing practice will cease.

Please do keep me up to date with happenings – I know that things often happen very quickly – and I am keen to ensure that we can get some long term resolutions to the current problems in this area.


5)   National Garden Scheme – Kimberley

6)   Smart Motorways Programme M1 – Junctions 23a-25

I have been informed that the official start of works for the M1 J23a-25 Smart Motorway scheme will begin on tomorrow.  Costain Galliford Try (CGT) Joint Venture, working on behalf of Highways England, will be carrying out the construction for this scheme.

To maximise efficiencies during construction and to minimise the overall scheme duration, construction activities will be taking place across the full length of the scheme. This will require traffic management and reduced speed limits between junctions 23a and 25 to ensure the safety of the workforce and the travelling public.

Environmental management during construction

The contractor is required to apply best practical means as defined in Section 72 of the Control of Pollution Act 1974 to reduce noise to a minimum. A Construction Environmental Management Plan (CEMP) and a Register of Environmental Actions and Commitments (REAC) have been produced to ensure construction works are appropriately managed to mitigate environmental impacts. In addition, in advance of certain work activities CGT will notify residents in close proximity.

Traffic management

During the scheme, temporary lane closures will be installed as certain activities often require an increased footprint to ensure the safety of our workforce; this will also aid in minimising the overall construction duration. Full overnight closures of the motorway will only be used when necessary, primarily for traffic management switches and installation of gantries. Night time working hours are 20.00-06.00.

During the construction of this scheme, there will be:

·         Three lanes open to traffic in each direction during peak periods;

·         Traffic Safety and Control Officer permanently on site;

·         Free breakdown recovery service along the extent;

·         24 hour CCTV coverage; and

·         Planned diversion routes using established emergency diversion routes.

A job vacancy has arisen for a Service Co-ordinator as below:

Established in 2001, Broxtowe Women’s Project (BWP) is a small and highly regarded domestic abuse support and advice service that offers survivors a range of services within the Borough of Broxtowe in Nottinghamshire

BWP is currently funded for its support services for the next three by the Big Lottery and one year by Comic Relief, and we are looking for an energetic, experienced and enthusiastic Service Co-ordinator who will lead and manage a small team of outreach support workers, training and awareness officer and a cohort of volunteers. This post will enable BWP to continue to deliver a high quality service to women experiencing or surviving domestic abuse and help identify opportunities to increase the service reach to local women.

The post-holder will be committed to BWP’s mission and expected to work in line with BWP’s policies and in a sensitive, flexible and non-judgmental way to promote the empowerment of women and their children.

We are looking for someone who has had a team leader or management role or at least three years direct experience of working with women and/or women survivors where domestic abuse has been the central focus. We would like to appoint someone with experience of outreach work or similar and knowledge of relevant legislation related to domestic abuse and agencies supporting women.

The post holder will maintain positive relationships with relevant voluntary and statutory agencies e.g. Housing, Police, Social Services, Health, other voluntary sector groups etc., in order to improve the BWP service for women and children facing abuse. The post holder will be managed by the Business and Fundraising Manager, and work with team members and the Board of Trustees to deliver a high quality service.

8)   Manhole cover Main Street/Noel Street junction, Kimberley

I received some complaints earlier this months about a faulty manhole cover in the above area.  I reported this to the County Council who in turn advised that they would pass the details to the relevant utility company to repair.

Golden goose classes

Are small friendly groups meeting for textile lessons in my home on the Gilthill, Kimberley.  Classes are limited to 5 students in well equipped workroom. All levels of ability are catered for, from GCSE catch up – to recreational sewing. I am an experienced textile teacher with twenty years experience which I would now like to pass on in a more relaxed atmosphere. Classes cost £3.50 per hour for up to two hours. On Monday, Tuesday, Wednesday and Friday during the morning or afternoon, and some evenings. During 2009 some of my students have made their own clothes, Advent calendars Shopping bags, wall hangings and full size machine pieced quilts.
